About this opportunity
The Department of the Interior Fish and Wildlife Service anticipates awarding a Total Small Business set-aside contract for roof replacement at Charles M. Russell National Wildlife Refuge/Fort Peck Field Station in Fort Peck, Montana, with a solicitation expected to be released by September 7, 2026, and performance running October 1, 2026, through April 30, 2027.
The scope requires removal of existing roof shingles and installation of a commercial-grade standing seam steel roof system with seamless rain gutters and downspouts. The new roof must be 24-gauge material complying with ASTM E 1514, featuring 18-inch-wide panels with 1.75-inch minimum rib height and concealed 18-gauge clips, installed over 30-pound asphalt-saturated felt with ice and water shield underlayment at eaves and rake edges, insulation batts with minimum R-Value of 20, and 18-inch drip edge. All flashing around roof penetrations must be replaced. Gutters and downspouts shall be installed per SMACNA's Architectural Sheet Metal Manual using self-tapping stainless steel screws. The contractor bears responsibility for environmental compliance, hazardous waste disposal, water pollution prevention, and safety protocols per 29 CFR 1910 and 1926.
Completion is required within 60 calendar days from Notice to Proceed, with additional time permitted for permit acquisition. The contractor must obtain site-visit approval prior to bidding by contacting Zachary Cartmell at zachary_cartmell@fws.gov and must submit copies of all permits, licenses, delivery tickets, manufacturer warranties, asbestos documentation, and EPA-accredited training records. A one-year warranty from substantial completion is required for material workmanship failures and seam watertightness. Davis-Bacon prevailing wage rates apply to Carter, Custer, Fallon, Garfield, Phillips, Powder River, Rosebud, and Valley counties in Montana.
