About this opportunity

The contract will be a concessions-style labor hour type with a base year and four one-year option periods, requiring comprehensive audits of trust account receipts, disbursements, internal controls, and operational procedures. Contractors must provide multi-level professional services with key personnel including Partners, Senior Audit Managers, and Senior Accountants, and must adhere to Government Auditing Standards. The evaluation will use a best value determination method, with technical factors being more important than price, and will include confidence ratings for technical approach, staffing approach, and past performance. Proposals are due by June 6, 2025, at 12:00 PM Eastern Time, with submissions to be made via email to specified contract officers.

The solicitation is not set aside for any specific category of business and has no guaranteed minimum purchase commitment. The contract anticipates approximately 16 audits per year, including up to two closeout audits, with an estimated historical spend of $800,000 over five years. Performance will occur at Standing Trustee Offices located in Alabama and North Carolina, with individual trustees responsible for funding their own audits. The contract is classified under NAICS code 541211 for Offices of Certified Public Accountants and PSC code R704 for Management Support Auditing. Reimbursable travel to trustee locations is included, and the contract emphasizes independence, quality control, and potential conflict of interest mitigation.
