About this opportunity

The National Institutes of Health Clinical Center intends to award a sole-source contract for Jewish Pediatric Chaplaincy Services with an anticipated start date of August 5, 2026, and a response deadline of August 5, 2026. The sole-source rationale identifies Henrique Bass as uniquely qualified based on demonstrated pediatric chaplaincy experience, ability to provide faith-specific Jewish spiritual care, extensive knowledge of the NIH Clinical Center research environment, program management and information technology support experience, and professional chaplain certification; the notice cites continuity of care as essential for pediatric patients and families, with substitution creating unnecessary disruption to patient care and departmental operations.

Work is performed at the NIH Clinical Center in Bethesda, Maryland, serving pediatric and adult patients, families, caregivers, and staff in both inpatient and outpatient settings. The contractor must hold a Master of Divinity Degree or equivalent, meet faith-tradition requirements for healthcare spiritual care provision, demonstrate experience with children and young adults under 18 in healthcare or educational settings, complete four units of Clinical Pastoral Education from an ACPE-accredited program, and hold certification or certification eligibility from the Association of Professional Chaplains or NAJC Neshama. Fluency in Spanish is required, and the contractor must be available to begin services within 10 business days of contract execution.

The period of performance consists of a one-year base period (August 6, 2026 to August 5, 2027) with one one-year renewal option. This is a firm fixed-price contract compensating the contractor only for productive direct labor hours actually worked, with no guaranteed minimum hours and work scheduled at the Chief of Spiritual Care Department's sole discretion, including potential weekend, holiday, and on-call services.
