About this opportunity
The U.S. Consulate General in Casablanca is soliciting quotations for change management training services through Request for Quotations (RFQ) number 19M03026Q0017. The Department of State seeks a qualified consulting firm to design and deliver a condensed change management training program for approximately 130 consulate employees, including American Officers and Locally Employed Staff. Mandatory technical requirements include a minimum of five years of change management training experience with at least three comparable contracts completed within the past three years, and a lead facilitator with minimum five years of delivery experience and five formal training sessions conducted in the past three years. Award will be made to the lowest-priced, technically acceptable, responsible offeror based on a pass/fail technical evaluation of the proposal. The deadline for quotation submission is March 11, 2026, at 1200 noon local Morocco time, with electronic submissions required to CasablancaProc@state.gov.
This is an unrestricted acquisition with no small business set-aside, though conflicting documentation references a Women-Owned Small Business (WOSB) set-aside designation. No current incumbent contractor or estimated award value is specified in the solicitation materials. The engagement spans approximately three months, consisting of four interactive training sessions—two pre-move sessions scheduled back-to-back and completed by April 17, 2026, and two post-move sessions conducted within 45 days following the consulate's April 20-27 relocation—with each session lasting a minimum of three hours. All training must be delivered in-person in Casablanca with facilitators capable of delivering content in English, French, and Darija (Moroccan Arabic), and the contract will be administered and performance conducted at the U.S. Consulate General in Casablanca, located at 8 Boulevard Moulay Youssef, Casablanca, Morocco. Pricing must be firm-fixed and include all travel, lodging, per diem, transportation, materials, administrative costs, and applicable Value Added Tax as a separate line item.
