About this file
This is a Pre-Award Questions and Answers (Q&A) document for federal contract solicitation 19M03026Q0017, addressing Change Management Training for Consulate staff in Casablanca, Morocco.
The training will serve approximately 130 consulate employees divided into three or four cohorts, with sub-groups (such as managers and direct reports) receiving tailored content within each cohort. Four training sessions are required—two pre-move sessions (scheduled back-to-back, to be completed by April 17th) and two post-move sessions (spaced separately following the April 20-27 relocation)—each lasting approximately 3 hours minimum, with no session shorter than 2 hours. All four training sessions must be delivered in-person in Casablanca; hybrid delivery is not permitted and bids proposing virtual staff training will be deemed non-compliant. The Consulate will provide all training facilities, audiovisual equipment, and classroom space; four cohorts will likely be necessary for pre-move sessions due to space limitations in the older facility. Training materials should be delivered digitally with printed copies for vital handouts during sessions. Facilitators must possess working familiarity with French and Darija languages in addition to English instruction capability. Initial assessments, leadership conversations, and evaluation report meetings may be conducted virtually if specified in the bid. The contract structure is firm-fixed-price, and invoicing may occur upon completion of individual deliverables or phases rather than requiring a single invoice after all activities conclude. U.S. contractors need not submit IRS Form W-14.

Pre-Award – Q&A
1. Number of Training Sessions
• Will all 130 employees be trained together, or will there be multiple cohorts to maintain manageable group sizes? If the latter, how many cohorts will there be?
Staff will be trained in either three or four cohorts (groups).
• Should the two pre-move sessions be scheduled back-to-back during the same trip and similarly, should the two post-move sessions be scheduled back-to-back
(requiring only two trips to Morocco for training), or should all four sessions be spaced across different visits (requiring four training trips)? The two pre-move sessions may be contacted back-to-back. However, the post-move sessions should not be back-to-back.
• Are there sub-groups (e.g., managers vs. direct reports) that should have tailored content? Yes, there will be sub-groups within the cohorts.
We will work with the awardee to ensure the cohorts and sub-group are established in a logical manner.
2. Duration of Training Session
• How much time is allotted for each training session (e.g., one-hour, half-day, full-day, etc.)? Each session should be approximately 3-hours based on the material content. Each session should NOT be less than 2-hours. Please ensure bids include information on your plan on how to utilize these four sessions, so that bids can be assessed accordingly to ensure the SOW requirements are met.
3. Delivery Format
• Can the initial assessment, leadership conversations, and evaluation report be conducted virtually, or are any of these expected to be in-person? Yes, the initial assessment, leadership conversations, and evaluation report meetings can be conducted virtually. If this is the vendor’s selected option, please ensure your bid includes information on how the virtually planning sessions will adequately cover the SOW. Please note, the four training sessions (two pre-move and two post-move) MUST be In-Person. There are NO exceptions to this requirement. Any bid received that does NOT provide In-Person training sessions for staff, will be deemed non-compliant with the SOW requirements and will not be considered for award.
• Will the training be conducted only in English, or is there an expectation to accommodate French/Darija speakers? English with capability to accommodate in
Franch and Darija as needed.
• When is Session 1 expected to take place? Session 1 should be early to mid-April.
4. Training Materials
• Should the change management toolkit, handouts, workbook, etc. be delivered digitally or are printed copies expected? Digital, with printed display as needed for vital handouts during the training sessions.
5. IRS Form W-14 seems to only be for foreign contractors.
a. If I'm a US Citizen, would this form need to be completed, or would another form be required? If you are a U.S. person or U.S. entity, you may simply indicate that you are a U.S. contractor and do not need to submit Form W-14.
6. Invoicing and Payment Milestones The solicitation references a firm-fixed-price structure. Could the Government confirm whether invoicing may occur upon completion of individual deliverables or phases (e.g., needs assessment, pre-move training sessions, post-move training sessions, and final report), or whether a single invoice is expected after completion of all training activities?
a. Yes, invoicing maybe partial upon delivery of each individual deliverable/ service.
7. Training Delivery Format Are all training sessions expected to be delivered in person in Casablanca, or would the Government consider a hybrid model where portions of the program (such as needs assessment consultations or certain instructional components) may be conducted virtually?
a. No, Hybrid styles for the staff training are not permitted, delivery MUST be in-person in Casablanca. Also, see question #4 above.
8. Session Size and Structure The solicitation notes approximately 130 staff participants. Should offerors assume that each training session will include the full staff cohort, or should the sessions be structured as multiple smaller groups to accommodate engagement and logistics? See response to Question #1 above.
9. Language Requirements The solicitation indicates English as the primary training language with French and
Darija used to enhance understanding. Would the Government confirm whether simultaneous interpretation is expected, or whether facilitators with working familiarity with these languages would be sufficient? Facilitators with working familiarity of French and Darija languages is sufficient. Also, see Question #3 above.
10. Facility and Equipment Will the Consulate provide training facilities, audiovisual equipment, and classroom space, or should offerors include provisions for external facilities and equipment in their pricing? Yes, the Consulate will provide the facilities, audiovisual and classroom space. The pre-move sessions will be in our older facility which is more limited in space. Therefore, four cohorts will likely be necessary to fully accommodate in the older facility.
11. Relocation Timeline Since the training is tied to the Consulate’s relocation to the New Consulate Compound, could the Government provide an anticipated relocation window so that offerors can appropriately schedule the pre-move and post-move training sessions? The move is currently scheduled for April 20 – 27th. Therefore, the pre-move session would begin early to mid-April and would need to be completed no-later-than, April 17th.
