About this opportunity
The Defense Logistics Agency Aviation is conducting market research through this Sources Sought Notice to determine whether alternative manufacturers can produce or legitimately obtain 149 National Stock Numbers (NSNs) for CH-47 aircraft components. Currently, Boeing (CAGE 0PXV4) is the sole approved source for these items, and DLA Weapons Support is using this notice to identify potential competitors who can manufacture equivalent or superior products. Companies interested in becoming approved sources must demonstrate their manufacturing capability and product quality through submission of a Source Approval Request (SAR) package, which should include comprehensive technical data proving the prospective contractor's product meets or exceeds the quality standards of the currently approved item. The notice emphasizes that responses are strictly voluntary and informational in nature, with no solicitation or commitment implied by the government. The deadline for submissions is April 8, 2026, and interested parties must submit their SAR requests via email to dlaavnsmallbus@dla.mil with the subject line "Request a SAR Drop Off," including their CAGE code, relevant NSN, and email address.
This announcement carries no set-aside designation and explicitly names Boeing as the current approved source for all 149 NSNs under review. No specific award value or budget range is provided in this market research notice, as this is not a formal solicitation but rather a preliminary gauge of supplier capability and market conditions. The quantity of procurement is not specified, though the attachment lists approximately 200 line items mapping military NIINs to AMPL part numbers, suggesting substantial volume potential. Companies that fail to qualify as approved sources during this review will not be considered for future procurement of these items under this particular effort. The onus is entirely on prospective contractors to document and demonstrate product equivalency to Boeing's currently approved components, requiring comprehensive technical documentation and manufacturing capability evidence.
Notice text
Defense Logistics Agency (DLA) Weapons Support (Richmond) is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies can manufacture (or legitimately obtaining) the attached 149 NSNs (see PDF attachment). THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BOEING, CAGE 0PXV4. NSNs found not to be sole source will not be considered for future procurement under this Sources Sought.
This Sources Sought Notice is for informational purposes only. This is not a request for an offer. This does not constitute as a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
If your company desires to be reviewed and qualified as an "Approved Source" for this item, please submit an application package through the Source Approval Request (SAR) Program. A SAR package contains all the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring.
These items require Government Source Approval prior to award. THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BOEING, CAGE 0PXV4. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA Weapons Support can only receive Source Approval Requests (SAR) through DoDSafe link due to internet/web safety concerns per Engineering. To submit your SAR, please send an email to: dlaavnsmallbus@dla.mil, subject line "Request a SAR Drop Off". Include CAGE code, the NSN, and the email address where you want to receive the DoDSafe link. After DLA Aviation Small Business receives your email request, a DoDSafe drop off will be returned, where you can download your SAR file and return.
