About this opportunity

The Naval Air Warfare Center Aircraft Division seeks Peculiar Support Equipment (PSE) for CH-53K O-level maintenance operations and Foreign Military Sales to Israel under a Firm Fixed Price competitive solicitation, with proposals due May 12 and Amendment 0001 effective May 4. This is a 100% Small Business Set-Aside under FAR Part 19, restricting competition to small businesses.

Place of performance is the United States. The procurement covers 18 distinct PSE line items across 63 Contract Line Items (CLINs) in the pricing matrix, with quantities per part number ranging from 5 to 13 units depending on fiscal year 2026 USMC procurement, FMS Israel quantities, and option positions. Items include trammel bars for rotor control rods, engine balance sets, servo swashplate tools, gearbox installation and removal sets, seal runner tools, screen assemblies, wiring and terminal repair tool sets, signal generator and fuel control test set adapters, 1553 cable sets, and helmet tester sets.

Offerors must obtain CMMC Level 2 (self-assessment) certification and a current, certified DD Form 2345 (Militarily Critical Technical Data Agreement) to access the technical drawing package, which contains Controlled Unclassified Information (CUI) and is export controlled. Drawings are provided via DoD SAFE website to the designated data custodian. Failure to obtain the CUI package renders offerors ineligible for award. The NAICS code is 332216, Saw Blade and Handtool Manufacturing; PSC is 4920, Aircraft Maintenance and Repair Shop Specialized Equipment.

Deliverables include material certifications, dimensional quality checklists, plating/coating certifications, calibration certifications (NIST traceable), proof load certifications, non-destructive inspection certifications, and RFI responses, all submitted to Ed Ceralde, CH-53K Support Equipment Engineer, at edward.v.ceralde.civ@us.navy.mil or (732) 323-4664. Amendment 0001 adds FAR clause 52.222-90 (DEI discrimination prohibition) and specifies that proposals use 8.5" x 11" pages with one-inch margins, single-spaced, with a recommended 10-page technical volume limit.
