About this opportunity

The Naval Air Systems Command (NAVAIR) is procuring specialized tooling to support maintenance, repair, and overhaul operations for CH-53K helicopter gearboxes. This requirement will be awarded as a sole source delivery order through a Basic Ordering Agreement, reflecting NAVAIR's determination that Sikorsky Aircraft Corporation is the only responsible source capable of fulfilling the government's needs. The procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which permit other than full and open competition when only one source can satisfy agency requirements. The evaluation will focus on SAC's unique technical capabilities, experience as the sole designer and manufacturer of the CH-53K weapon system, access to requisite technical data, special tooling resources, and test facilities necessary to meet required timeframes. The pre-solicitation notice was posted on May 29, 2025, with comments or questions due by June 13, 2025.

This procurement carries no small business set-aside designation. Sikorsky Aircraft Corporation, a Lockheed Martin subsidiary headquartered at 6900 Main Street in Stratford, Connecticut, is the anticipated sole recipient of this delivery order. The pre-solicitation notice does not specify an award value or budget range, nor does it detail the quantity of tooling required or the expected timeline for completion of maintenance, repair, and overhaul support. The opportunity is classified under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1520 (Aircraft, Rotary Wing), indicating it involves specialized aviation equipment and components.
