About this opportunity
The U.S. Army Corps of Engineers, Middle East District, is seeking a firm-fixed price, design-bid-build new construction contract to establish CH-53K helicopter bed-down aviation and maintenance infrastructure at a base in Israel through a Foreign Military Sales (FMS) requirement. This procurement is restricted to United States firms only under the Arms Export Control Act, with offers from non-U.S. firms ineligible for award unless an Offshore Procurement determination is obtained. The project involves constructing facilities that must comply with both Israeli and U.S. building codes, safety, and security standards, with evaluation criteria including past performance requirements for projects within the last 18 years, particularly those outside the U.S. and outlying areas. Offerors must demonstrate organizational efficiency, ability to assign qualified personnel to multiple sites simultaneously, and provide detailed schedules and cost breakdowns. The proposal due date has been extended multiple times through various amendments, with the current deadline set for October 15, 2025, at 10:00 AM EDT.
This solicitation does not utilize any set-aside designations and no current incumbents or contractors are identified in the notice. The construction project value is estimated between $100,000,000 and $250,000,000, representing a significant infrastructure investment. The work will be performed at a military base location in Israel, with the contract structured to include both base bid requirements and optional bid components such as an Aircraft Tactical Rinse System with underground utilities and concrete pads. The project encompasses both O-Level and I-Level maintenance sites that may require simultaneous execution, demanding contractors demonstrate capability to manage complex, multi-site operations.
