A mandatory pre-proposal site visit is scheduled for May 20, 2026 at 1000 am local Morocco time; failure to attend the entire site visit and sign the official attendance sheet renders proposals non-responsive and ineligible for award. Place of performance is Casablanca, Morocco. The contract is firm fixed-price with anticipated value between $85,000 and $95,000 USD and a 120-day completion timeline from Notice to Proceed. The scope includes comprehensive kitchen modernization under the Secretary of the Interior Standards for Historic Preservation, encompassing selective demolition of existing elements, new nonstructural partitions and doors, custom millwork cabinetry with quartz countertops, floor and wall finishes including ceramic and zelige tiles, supply and installation of four major appliances, mechanical ventilation systems, complete plumbing with PPR PN20 piping and a 100-liter electric water heater, electrical distribution with decorative and task lighting, and an intercom system with LCD screen and IP communication. The contractor must furnish performance and payment bonds at 50% and 10% of contract price respectively, or an irrevocable letter of credit. General liability insurance minimums are $500,000 per occurrence and $1,000,000 cumulative for bodily injury; $250,000 per occurrence and $500,000 cumulative for property damage. An English-speaking supervisor must be on-site during work hours (Monday–Friday, 0800–1600 local time). Contractor personnel must pass security vetting within ten calendar days of award. Liquidated damages are $250 USD per calendar day for delays.

Offerors must demonstrate minimum three years of relevant construction experience with completed project references; preference is given to those with heritage or cultural project experience. Award will be made to the responsible offeror whose proposal represents best value under FAR 15.101-1 tradeoff analysis based on initial proposals without discussions, though discussions may be conducted with offerors in the competitive range if necessary. Quotations must be submitted electronically in MS-Word, MS-Excel, or Adobe PDF format (maximum 30 MB per file) and include SF-18 with price breakdown by specification divisions, construction schedule in bar chart format, business management and technical proposal, Section A pricing, Section L representations and certifications, proof of SAM registration with UEI number, and personnel biographies.
