Quotations must be submitted by February 12, 2026, at 11:00 PM PST, with an anticipated award date of March 13, 2026. The government will evaluate submissions based on three primary criteria: technical capability and past performance are weighted as significantly more important factors than price. Offerors seeking clarification on the solicitation requirements must submit written questions using the provided form by February 6, 2026, at 11:00 AM PST to the designated Coast Guard points of contact.
This solicitation is designated as a total small business set-aside under the HUBZone program, with NAICS code 336611 (Ship Repair) and a small business size standard of 1,300 employees. The contract will be awarded as a firm fixed-price arrangement with an Indefinite Delivery structure, under which task orders will be issued throughout the performance period. The performance period spans 34 days, from May 5, 2026, to June 9, 2026, with work to be performed at the vessel's homeport in Bayonne, New Jersey. The pricing schedule includes 29 distinct line items covering the various repair and modification tasks, with estimated government-furnished property including replacement windows, officer's berth components, and davit parts kits. Interested parties may file protests through either an informal or formal channel with the USCG Ombudsman, with the agency targeting resolution within 35 calendar days.
