About this opportunity

The U.S. Coast Guard is seeking sources capable of performing an unplanned drydock availability and repair services for the USCGC Hollyhock (WLB-225), a 225-foot buoy tender vessel. This Sources Sought Notice, posted by the Department of Homeland Security on December 30, 2025, is intended for market research purposes to determine interest and capability among potential contractors and to inform the procurement method selection. The primary objective is to overhaul the vessel's main reduction gear and conduct preservation work at the Honolulu, Hawaii location. Required work items include fire prevention measures, hull plating inspection, controllable pitch propeller cleaning and inspection, exterior deck preservation, drydocking services, temporary support services, sea trial performance support, compartment and piping insulation renewal, independent NACE Level 3 inspection, tenting provision, and strain gauge alignment checks. The anticipated performance period extends from January 15, 2026, through April 15, 2026, subject to government discretion for modification. Responses to this Sources Sought Notice are due by January 4, 2026.

This opportunity is not designated as a set-aside for small business or other socioeconomic categories. No incumbent contractor or award value information is provided in this pre-solicitation notice, as the government is still conducting market research to determine the appropriate procurement approach. The contract will require the selected contractor to provide all necessary materials, equipment, and personnel to complete the comprehensive drydock repair and maintenance work. This notice is classified under NAICS 336611 (Ship Building and Repairing) and PSC J999 (Non-Nuclear Ship Repair—West), indicating the specialized nature of the required services. Interested contractors should monitor for the subsequent formal solicitation, which will likely follow once the government completes its market research analysis based on responses received by the January 4, 2026 deadline.
