About this opportunity
The United States Coast Guard Deputy Commandant for Systems is soliciting a firm-fixed-price service contract to inspect and assess main propulsion diesel generators (MPDGs) aboard the USCGC HEALY, with proposals due August 7. This is a 100% total small business set-aside under NAICS 336611 (Ship and Boat Building), with a small business size standard of 1,250 employees.
Place of performance is Seattle, Washington. The contractor must provide two separate work streams: a qualified diesel engine technician with minimum five years' experience on New Sulzer Diesel Model ZAV40 engines to inspect and assess operational condition of MPDGs #1, #3, and #4 (7,920 kW gensets), determining deficiency severity and identifying required repair or replacement parts; and an independent marine surveyor with minimum seven years' experience performing class society root cause incident investigations to conduct failure investigation and root cause failure analysis of MPDG #2, a catastrophically failed genset. Minor disassembly is authorized for the three operational units (with re-assembly to existing condition); major disassembly is authorized for the failed unit with no re-assembly requirement. Work must be completed between contract award and August 28. The contractor shall provide all labor, equipment, travel, and tool shipping costs; the government provides vessel access, operational logs, maintenance history, and casualty information. Evaluation prioritizes technical capability, specifically personnel resumes, as significantly more important than price, with the government reserving the right to prioritize technical superiority to ensure vessel propulsion system safety. Service Contract Act wage determinations apply (Wage Determination No. 2015-5545, effective May 13, 2026, covering Washington State).
