About this file
This is a Statement of Work (SOW) for inspection, assessment, and root cause failure analysis of main propulsion diesel generators (MPDGs) aboard the USCGC HEALY (WAGB-20) in Seattle, Washington.
The contractor must provide qualified personnel to perform onsite inspections and assessments of three operational MPDGs (#1, #3, and #4) and conduct a comprehensive root cause failure analysis (RCFA) investigation of one failed MPDG (#2). All four units are New Sulzer Diesel Model 12ZAV40S gensets rated at 7,920 kW. Work must be coordinated between contract award and August 28, 2026. For the three operational engines, the contractor shall inspect overall material condition, identify deficiencies and degraded components, assess severity, recommend corrective actions, provide consolidated parts lists with part numbers and nomenclature, and deliver a written report within five working days of departure. For the catastrophically failed #2 MPDG, the contractor must identify primary failure causes, detail contributing factors, establish a precise chronological timeline of the failure sequence including loss of power, RPM surge, primary ignition, and secondary crankcase explosion, recommend necessary follow-up testing (NDT, spectrographic oil analysis, or SEM metallurgical analysis), and deliver an initial report within five working days and a detailed report employing structured failure analysis methods (FTA, 5-Whys, or Ishikawa diagramming) within 30 working days of departure. Engine technicians must demonstrate minimum five years' experience with NSD ZAV40 engines or equivalent large marine diesel platforms; independent marine surveyors must have minimum seven years' experience performing class society root cause incident investigations. The contractor shall provide all labor, equipment, travel, and tool shipping costs. The government will provide vessel access, operational logs, maintenance history, and casualty information. Award will be made to the vendor offering best value to the government based on technical capability (personnel resumes—significantly more important) and price, with the government reserving the right to prioritize technical superiority to ensure vessel propulsion system safety.
