About this opportunity

The US Coast Guard Surface Forces Logistics Center has issued a Notice of Intent to Sole Source for a technical inspection of the CGC Healy's hangar doors. The Department of Homeland Security agency intends to award a firm-fixed-price contract to Curtiss Wright for inspecting the port and starboard hangar doors of the Coast Guard Cutter Healy. The doors currently experience reliability issues and are prone to becoming stuck due to corrosion on the curtain and roller components, which prevents safe helicopter ingress and egress. Additional corrosion and damage from operational vibrations during ice testing have been identified. The procurement falls under NAICS code 336611 for Ship Building and Repairing and will utilize commercial item procedures under Federal Acquisition Regulations Parts 12 and 13.

The objective is to deploy Original Equipment Manufacturer technicians to conduct on-site testing and inspection of the corroded helicopter door components at USCG Base Kodiak, Alaska between August 15-20, 2025. Following the inspection, contractors must submit a Corrective Finding Report documenting results, provide precise measurements, and supply cost estimates for replacement assemblies, with no parts to be provided by the Coast Guard. Interested parties who wish to challenge the sole source approach must submit compelling evidence that competition would benefit the government by 8:00 AM PST on August 11, 2025, to the contracting officer Ms. Oneal via email. All personnel traveling for the inspection must be pre-approved by the contracting officer and technical point of contact LTJG Igor Guerrero. This procurement is not designated as a small business set-aside under SBA size standards for the shipbuilding and repair sector.
