About this opportunity

The U.S. Coast Guard is seeking qualified contractors to perform dockside repairs and maintenance on the USCGC ELM (WLB-204), a 225-foot seagoing buoy tender homeported in Astoria, Oregon. The work encompasses a comprehensive range of services including fire prevention compliance, inspection and servicing of hydraulic equipment, commercial cleaning of exhaust and ventilation systems, maintenance of cargo handling equipment, and inspection of hull fittings and davits. All work will be performed at the cutter's home pier, and the contractor must provide all necessary materials, equipment, and personnel to complete the assigned tasks. The contract is classified under NAICS 336611 (Ship Building and Repairing) and PSC J999 (Non-Nuclear Ship Repair - West). While the notice does not explicitly detail the evaluation criteria, standard government procurement practices will apply. The pre-solicitation was posted on March 9, 2026, though the due date listed as March 24, 2024 appears to be an administrative error.

No set-aside designation has been applied to this procurement, making it available to all eligible contractors. The anticipated period of performance is August 22, 2026 through November 30, 2026, though these dates are subject to the availability of funds and may be modified at the government's discretion. The notice does not identify any incumbent contractor or provide a specific budget range or award value. The work scope includes approximately 19 work items spanning engine and generator maintenance, hydraulic system servicing, deck equipment inspection, and tank cleaning, though the complete list appears truncated in the government description. Interested contractors should monitor the Coast Guard's contracting office for the formal solicitation and any updates to the project timeline and specifications.
