About this opportunity
The U.S. Army Materiel Command through its Regional Contracting Office at Soto Cano is seeking catered meal services in El Salvador in support of Centam Guardian 2026, a foreign military interaction exercise. The contractor must provide breakfast and dinner services across three locations—Ilopongo Special Forces CEAT, 4th Brigada de Infanteria El Paraiso in Chalatenango, and Nejapa Civil Protection—with meals prepared according to a government-approved rotational menu and meeting strict nutritional standards based on Army Regulation 40-25 heavy activity guidelines. Key qualifications include obtaining a valid Food and Water Risk Assessment prior to award, maintaining Defense Base Act insurance, providing at least one to three past performance references for Central America catering services, and complying with rigorous security protocols including background checks and vetting through the U.S. Embassy. Award will be made to the lowest-priced offeror receiving an acceptable technical rating, with no trade-offs permitted between price and technical merit. The proposal due date is March 18, 2026, at 12:00 PM Central Standard Time, with the solicitation having been extended from the original March 16 deadline.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with no incumbent contractors identified; if subcontracting is used, only three pre-approved local establishments are acceptable: Real Intercontinental San Salvador, Sheraton Presidente San Salvador Hotel, or Hilton San Salvador. The contract covers a 12-day period from April 16-27, 2026, with total meal requirements of 7,848 meals across all three locations (107 meals per meal at Ilopongo, 255 at Chalatenango, and 27 at Nejapa, served twice daily). The contract is structured on a firm fixed-price basis with an additional line item for Defense Base Act insurance reimbursement based on actual Department of Labor-approved carrier receipts, though the specific award value is not disclosed in the solicitation documents. Services will be performed in El Salvador with operations conducted between 6:00 AM and 6:00 PM daily, and the contractor must arrange meal preparation either through on-site field kitchens in Chalatenango or delivered meals to Ilopongo and Nejapa, with all contractor personnel subject to strict appearance and identification standards.
