About this opportunity

The US Coast Guard is soliciting quotes for fire hydrant and shut-off valve replacement services at CG Sector Columbia River through RFQ 70Z03325Q37400033. This combined synopsis/solicitation seeks commercial services for replacing fire hydrants and associated shut-off valves at a secured Coast Guard facility in Portland, Oregon. The procurement will be evaluated using Lowest Price Technically Acceptable criteria, considering technical capabilities, past performance, and price. All questions regarding the solicitation must be submitted in writing to Contracting Officer John Mangune at John.A.Mangune@uscg.mil with the RFQ number in the subject line. The quote submission deadline is 7:00 AM EST on Monday, September 12, 2025, with all offers to be emailed to the contracting officer. The Service Contract Act applies with Wage Determination #2015-5563 revision #26 effective July 8, 2025.

This procurement is designated as a 100% small business set-aside under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a size standard of $19.0 million. No current contractors or incumbents are identified in the solicitation documents. While no specific contract value is disclosed, the work involves replacing at least one fire hydrant that appears to be fed by a 6-inch pipe and an associated buried shut-off valve located several feet underground. The work will be performed at a secured Coast Guard facility, though contractors can block one of two access lanes at a time during construction, and removable chains around the hydrant area will facilitate access. Recent photos of the hydrant and surrounding area have been provided to help potential contractors understand the site conditions and access constraints.

Questions: Is this at a secured facility or is it open to the public? Do you have any pictures of the hydrant or 6" valve to be replaced?

Answer:

Attached are some photos of the hydrant and area around it. This is a secured facility but, that road is our only way in and out of the base. We can have one of the 2 lanes blocked off at a time while the work is being completed. The chains are removable for easier access as well.

The valve is buried a few feet down and I am unsure of the exact size. The hydrant appears to be fed by a 6in pipe. Only the valve stem is showing, which is what the T handle goes down to.
