About this opportunity

The U.S. Army Contracting Command, through its Regional Contracting Office-Soto Cano, is seeking to procure rental services for fourteen self-generated flood light towers to support Exercise Centam Guardian 2026 in El Salvador. The contractor must provide all labor, transportation, equipment, materials, and related services necessary to deliver and maintain these light sets at four separate locations in El Salvador during the performance period of April 14-28, 2026. Key contract requirements include furnishing towers with minimum specifications of 6000 Generator Rated Watts, 6000 Surge Watts, four lights with 110,000 lumens, and 1000-watt lamps, with continuous 24-hour daily operation and a four-hour replacement response time for any inoperable units. The evaluation methodology employs a two-step process where all quotes are ranked by price, and the three lowest-priced quotes are then evaluated for technical acceptability, with award going to the lowest-priced quote receiving an "Acceptable" technical rating with no price-technical trade-offs permitted. The offer due date is March 23, 2026, at 3:00 PM, and offerors must acknowledge receipt of Solicitation Amendment 0001 to avoid rejection.

This solicitation is set aside for women-owned small businesses (WOSB), and no incumbent contractor or budget range is specified, though funds are subject to availability in accordance with FAR 52.232-18. The contract requires delivery of two units to CEAT in Ilopango, eight units to Chalatenango, two units to a Naval Base in La Union, and two units to Civil Protection in Nejapa, with all equipment delivered with a full tank of fuel and 24-hour phone availability maintained throughout the performance period. The contractor must obtain Defense Base Act workers' compensation insurance, comply with security requirements including background checks and vetting by the U.S. Embassy, and provide one past performance reference relating to equipment rental services in the Central America region if available. Performance thresholds allow no more than two deficiencies throughout the 15-day service delivery period at each location. The government point of contact is Juan Armendariz at Fort Sam Houston, Texas, and the place of performance is primarily Nejapa, El Salvador, with services distributed across the four designated locations.
