About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation, issued by the Department of the Army on March 13, 2026. The amendment (0001) modifies solicitation W912QM26QA010, originally dated March 12, 2026. The contracting office is located at the Army's Ko Directorate of Contracting, JTFB COA Unit 5720 in APO, AA, with Christopher Sondashi listed as the contracting officer. The amendment does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt prior to the specified deadline may result in offer rejection.

The amendment modifies FAR clause 52.212-2 (Evaluation of Commercial Products and Commercial Services) to establish a deviation and tailored evaluation approach. The evaluation methodology employs a two-step process: Step 1 ranks all quotes from lowest to highest price, and Step 2 evaluates the three lowest-priced quotes for technical acceptability, balance, and affordability. Award will be made to the offeror submitting the lowest-priced quote that receives an "Acceptable" technical rating, with no trade-offs permitted between price and technical merit. The evaluation factors, ranked in order of importance, are: Price (evaluated for fairness, reasonableness, and balance); Technical Plan (must demonstrate how the offeror will meet all Statement of Work requirements and receive an "Acceptable" rating to be eligible for award); and Past Performance (offerors must provide one past performance example relating to equipment rental services in the Central America region, if available). Offers failing to adhere to the solicitation's terms and conditions may be excluded from consideration.
