About this opportunity
The Department of Agriculture Agricultural Research Service is seeking quotations for one CFX Opus 96 Real-Time PCR System through solicitation number 1232SA25Q0453. This sophisticated laboratory instrument must be capable of gene expression and mutation detection research with high sensitivity, detecting minimum 1.3-fold changes in gene expression and editing efficiency with greater than 95% accuracy. The system requires advanced technical specifications including 96-well thermal cycling capacity, automated lid operation, Peltier-driven thermal control with temperature accuracy of +/- 0.2°C, optical detection supporting up to five fluorescent dyes per reaction well, and network connectivity capabilities. The solicitation employs a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where the government will award to the responsible quoter whose quote is technically acceptable and offers the lowest price. Quotations are due September 8, 2025, and quoters must complete FAR Provision 52.212-3 representations and certifications online through SAM.gov.
This procurement is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Based on market research conducted by the SJVASC-CPQ, Bio-Rad's PCR system has been identified as meeting their comprehensive technical requirements, suggesting this may be structured as a brand name or equal procurement. The single unit must be delivered within 60 days after award to the facility located at 9611 S Riverbend Ave, Parlier, California 93648, with delivery terms specified as FOB Destination. The solicitation follows simplified acquisition procedures under FAR Parts 12.6 and 13, indicating this is likely a lower-dollar value procurement. Quoters must hold their pricing firm for 60 calendar days following submission, and the government reserves the right not to award based on quote quality and fund availability.
