About this opportunity
The Federal Highway Administration's Central Federal Lands Highway Division seeks architect-engineer design services through multiple IDIQ contracts with a shared capacity of $60 million and a five-year period of performance, with proposals due November 20 and questions due November 13. At least one award will be reserved as a Small Business Set-Aside; the procurement is otherwise open to all business concerns under NAICS 541330.
Place of performance is Lakewood, Colorado, with work conducted across 14 states: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming, serving the National Park Service, USDA Forest Service, U.S. Fish and Wildlife Service, Bureau of Indian Affairs, Bureau of Land Management, Department of Defense, U.S. Army Corps of Engineers, and Bureau of Reclamation.
All architect-engineer firms (prime contractors and subcontractors) must be licensed and registered within the 14 states served. Projects are located in environmentally sensitive areas requiring context-sensitive design techniques and involve improvements to low-volume and low-speed roadways ranging from resurfacing, restoration, and rehabilitation to full reconstruction. Services include project management, highway design, environmental compliance, geotechnical engineering, bridge and structural design, hydraulic and hydrologic engineering, pavements and materials, surveying and mapping, right-of-way and utility services, construction administration, and transportation planning. Deliverables must conform to specified formats: MicroStation DGN, HEC-RAS, OpenRoads Designer, ESRI ArcGIS, Microsoft Office, Google products, and Masterworks eDelivery.
This is a qualifications-based selection process under the Brooks Act; price will not be evaluated in the initial phase. Responses are limited to 50 pages in Times New Roman (10pt body, 8pt tables) and must be submitted electronically in PDF to CFLContracts@dot.gov by 2:00 p.m. Mountain Time. The minimum order guarantee is $25,000 per individual contract. Up to three awards are anticipated on a firm-fixed-price basis. Funding flows primarily through the Federal Lands Transportation Program and Federal Lands Access Program from the Bipartisan Infrastructure Law.
