About this opportunity

The Internal Revenue Service is conducting a sole-source acquisition of Certara software license subscriptions and support services from Government Acquisitions Inc. via the NASA SEWP GWAC, with performance running from July 1, 2027 through June 30, 2029 including two optional renewal periods. The justification for exception to fair opportunity (FAR 16.505(b)(2)(i)(B)) establishes that GAI is the only authorized reseller of proprietary Certara software and no alternative vendors can deliver comparable capabilities within the required timeframe. The requirement encompasses four Certara AI Production Instance-Air Gap licenses with Premium Support, 1,700 hours of Certara Senior Development Resources support, and 210 Certara Server Transmitter subscription licenses. The requesting activity is the IRS Research, Applied Analytics and Statistics (RAAS) division under the Office of the Chief Procurement Officer. Market research across GSA, NASA SEWP, SAM.gov, FPDS, CPARS, and OPE Portal databases confirmed no competing sources. The IRS plans to transition the requirement in-house to full-time employees within two years. Award will be made as Firm Fixed Price to the Lowest Priced, Technically Acceptable offeror, with pricing based on NASA SEWP solicitation benchmarks and the Independent Government Cost Estimate.
