About this opportunity
The USDA Forest Service, Mark Twain National Forest, seeks a qualified contractor to perform a CERCLA Site Inspection at the Cody/Cady Mine Site in Wayne County, Missouri, with quotations due August 20, 2026. The procurement is a Total Small Business set-aside under Simplified Acquisition Procedures, firm-fixed-price, with an anticipated value under $75,000.
Place of performance is Rolla, Missouri. The work involves soil sampling and laboratory analysis to determine the presence and extent of onsite contamination, focusing on arsenic and lead concentrations. The contractor must collect 27 soil samples plus 12 QA replicates (39 total field samples, 30 aliquots each) across Forest Service-defined Decision Units using incremental sampling methodology, with field locations documented via GPS to 3-foot post-corrected accuracy. Laboratory processing includes drying, disaggregating, sieving, and milling, followed by analysis using EPA SW-846 Method 6010D for TAL metals (excluding mercury and cyanide). Quality control requires triplicate analyses for 20 percent of Decision Units, method blanks, equipment blanks, and trip blanks. All analytical data must undergo third-party EPA Level 3 validation. Deliverables include draft and final Site Inspection Reports with validated data, maps, GIS layers in ESRI File Geodatabase format (NAD83 datum), and Section 508-compliant electronic documents. Work must commence within 60 days of notice to proceed, with draft report due within 30 days of receiving final laboratory data and final report within 14 days of Forest Service acceptance.
The contract structure includes a base bid for Priority 1 Decision Units and two optional additive alternatives for Priority 2 and Priority 3. Evaluation employs a Best Value-Tradeoff process weighing experience and qualifications of key personnel most important, followed by past performance on three to five relevant contracts within five years, technical approach and project work plan, geographic location, and price. Service Contract Act prevailing wage rates apply across 21 Missouri counties.
