About this file

This is a Clause Page for a federal solicitation (12443926Q0208) issued by the USDA Forest Service for CERCLA Site Inspection services at the Cody/Cady Mine Site, Mark Twain National Forest. The contract will be awarded as a Firm-Fixed-Price commercial services contract under FAR Part 12 and AGAR Part 413 Simplified Acquisition Procedures. Mandatory FAR clauses incorporated include provisions addressing terms and conditions for commercial services, contractor whistleblower rights, trafficking in persons, payment terms, protest procedures, and subcontract requirements. AGAR clauses address variation in quantity and delivery of excess quantities. Evaluation will follow a Best Value–Tradeoff process using five evaluation factors specified in the RFQ.

The solicitation requires contractors to comply with CERCLA Site Inspection standards including EPA SW-846 analytical methods (Method 6010D for TAL metals), Incremental Sampling Methodology protocols (30-aliquot composites per Decision Unit), full EPA Level 3 data validation and Level 4 data package requirements, and GIS deliverables in ESRI File Geodatabase format (NAD83). Forest Service coordination requirements mandate approval of sampling plans and field mobilization steps through the Contracting Officer's Representative, with all deliverables meeting Section 508 compliance standards and USFS geospatial documentation standards. Offerors must submit a technical approach describing field procedures and quality controls, resumes for key personnel, past performance on 3–5 relevant contracts within five years, and firm-fixed-price totals with unit pricing as specified in the Schedule of Items attachment.
