About this opportunity
NASA Johnson Space Center is conducting a sole-source Task Order 094-80JSC026F0110 (valued at $685,000, firm fixed-price) to Luminary Labs LLC through the NASA Open Innovation Services 3 IDIQ vehicle, with a 30-day response window closing October 23, 2026. This is a total small business set-aside. The task order extends from award through January 8, 2027.
The objective is to maintain and expand the Council on Environmental Quality permitting solutions catalog through streamlined external submission processes and multiple public-private engagement events supporting the Permitting Innovators program, which modernizes federal permitting infrastructure. NASA justified the sole-source award under FAR 16.505(b)(2)(i)(C) as a logical follow-on to Task Order NOIS3-040 (CEQ Permitting Innovators), which Luminary Labs has substantially completed. The contractor possesses established vendor relationships, the initial solutions catalog, and relevant experience with comparable complex projects including NOIS3-105 (National Geospatial Intelligence Agency MagQuest) and NOIS3-028 (NASA TechLeap Prize). NASA determined that continuity with Luminary Labs avoids rework and operational risk; transitioning to another contractor would introduce delays and added costs. The Government will ensure fair and reasonable pricing through comparison to historical prices for similar services and will continue examining the market for alternative solutions before executing subsequent acquisitions. The justification document (NOIS3 TO 094 JEFO.pdf) is attached.
