About this opportunity
The Office of Naval Intelligence has issued a Special Notice announcing its intent to award a sole source contract to Galaxy Integrated Technologies, Inc. for a Centralized Monitoring Electronic Security System. The procurement involves purchasing and installing a Lenel system and Lamas/Ramas SIS software for the Special Security Office Navy Regional Office in Groton. This acquisition is being conducted under the authority of FAR 13.106-3 and FAR 6.302-l(b)(ii), which permits non-competitive procurements when only one source is capable of fulfilling the unique requirements. The contract will span from fiscal year 2025 through fiscal year 2026 and is structured as a firm fixed price arrangement for training services. The notice was posted on September 10, 2025, with a response deadline of September 15, 2025.
The primary objective of this procurement is to upgrade intrusion detection system communications at the Naval Submarine Base New London by installing an SIS serial port server device that converts signals from IP to serial format, establishing reliable communications with the Regional Dispatch Center in accordance with Intelligence Community standards. The current system presents security risks for Sensitive Compartmented Information facilities and national security installations, creating urgency for this upgrade. This is an informational notice only and is not a request for competitive quotations, meaning no contractors other than the pre-selected source can participate. Galaxy Integrated Technologies was chosen as the sole source because they previously installed the intrusion detection system at this location and possess the necessary proprietary software to support the acquisition requirements. Contractors seeking additional information should contact Doris Coleman at the provided email address, though participation opportunities are limited to the designated sole source provider.
