About this opportunity
The USDA Forest Service is seeking a contractor to provide comprehensive invasive plant treatment services on the Colville National Forest in Washington State. The procurement encompasses all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for treating invasive plants with herbicides across 277 acres in the Three Rivers Ranger District, specifically targeting recreation sites, campgrounds, trailheads, and rock source areas. Contractors must possess a Washington State Commercial Pesticide Applicator's license and demonstrate compliance with the 2024 Washington State Noxious Weed List requirements, Forest Service environmental guidelines, and applicable state and federal regulations. The evaluation will assess technical capabilities, past performance, and pricing, with contractors required to submit quality control plans, work schedules, and documentation of previous similar work. The solicitation deadline is July 21, 2025, with work scheduled to be performed Monday through Thursday to minimize disruption to public recreation activities.
This opportunity is designated as a 100% Small Business Set-Aside with no incumbent contractor identified in the documentation. The total estimated contract value is $11.5 million, representing a significant opportunity for qualified small businesses in the forestry support services sector under NAICS code 115310. The performance period extends from the award date through September 30, 2025, requiring contractors to complete herbicide treatment across the specified 277-acre area within this timeframe. Work will be conducted exclusively at the Colville National Forest location in Colville, Washington, with contractors responsible for GPS tracking of all treatment areas and daily spray reporting to ensure compliance with environmental and regulatory requirements. The firm-fixed-price contract structure provides cost certainty for both parties while emphasizing the importance of accurate pricing and efficient project execution.
