“CENTRAL ZONE INVASIVE PLANTS TREATMENT”

This is a combined synopsis/solicitation for commercial products and/or commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The combined synopsis/solicitation number is 1240BD25Q0038 and is issued as a Request for Quotation (RFQ) to establish a Firm-Fixed-Price (FFP) contract.

The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective 06/11/2025.

This procurement is a 100% Small Business Set-Aside in accordance with FAR Clause 52.219-6, Notice of Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

The associated North American Industrial Classification System (NAICS) code for this procurement is 115310 – Support Activites for Forestry. The NAICS Code was identified through a review of the U.S. Census Bureau’s website. The small business size standard is $11.5 million. The associated Product Service Code (PSC) is F099 – Natural Resources / Conservation – Other.

Description of Requirement: The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, overhead and profit to complete the services as outlined under Attachment 1 – Performance Work Statement.

Place of Performance: The work shall be performed on the Colville National Forest, Three Rivers Ranger District, Ferry and Stevens Counties.

Period of Performance (POP): The period of performance shall be from: Date of Award through (See Attachment 1).

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)

ADDENDUM to FAR 52.212-1(b), Submission of Offers:

(12) Offerors must have an active entity registration in the System for Award Management

(https://www.sam.gov/SAM/) in order to submit an offer.

(13) Offerors shall ensure that all representations and certifications are up-to-date in SAM.gov at time of offer submission. A completed copy of the representations and certifications at FAR 52.212-3 shall be submitted with the offer.

(14) Offers submitted in response to this solicitation shall include technical capability, past performance information, and pricing.

(i) FACTOR I – TECHNICAL CAPABILITY. Provide an offer demonstrating your firm’s capability to provide the services required in Attachment 1 – Performance Work Statement (PWS). Address the following criteria:

(A) Sub-Factor #1 – Quality Control Plan (QCP). Submit with your quotation package your QCP that describes how your company will carry out the work by ensuring your company’s quality of services will be performed in accordance with Attachment 1 – PWS.

(B) Sub-Factor #2 – Work Schedule. Submit a draft work schedule addressing the sequence and timeline to accomplish all the work required by the required period of performance. Include start date, sequence and timeline for each task, and completion date.

(ii) FACTOR II – PAST PERFORMANCE. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's Relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the services being procured under this solicitation and as defined in Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services.

(A) Sub-Factor #3 – Relevant Past Performance. The offeror shall include documentation regarding their relevant past performance as it directly relates to the services and/or products being procured under this solicitation. The offeror SHALL NOT go back any farther than five (5) years (2020-2024) for the submitted data. The past performance data shall document a successful history of past contract performance.

1. Submit a short narrative for each relevant project that is similar in nature, size, complexity, scope, and geographical conditions as required by Attachment 1 – PWS. Provide these details (as a prime / sub-contractor):

• Contract number;

• Project Title / Location;

• Contract Value;

• Period of Performance;

• Company Role (Prime or Subcontractor); and

• Customer Contact Info (Name/Tele/E-mail).

(B) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance submission and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their offers may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Offers that do not contain the information requested by this paragraph risk receiving an unacceptable performance rating by the Government. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(iii) FACTOR III – PRICE. Offerors shall complete and submit the Schedule of Items.

(15) Questions concerning this solicitation shall be submitted electronically to brian.johnson3@usda.gov via e-mail no later than five (5) business days before the closing date/time as required in the System for Award Management (SAM).

(16) All amendments to the solicitation will be posted at www.sam.gov under this applicable solicitation number.

(17) Quotation packages shall be submitted electronically via email to brian.johnson3@usda.gov no later than the date/time as stated in SAM. Quotation packages shall be submitted as one (1) complete Adobe (.pdf) package and not separate attachments in various formats, e.g. .pdf, .docx, and .xlsx. It is the offeror’s responsibility to confirm receipt of the offer from the contracting officer (CO). The CO will respond, “Received” when your quotation package is submitted/received in the CO’s e-mail account.

(18) The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.

ADDENDUM to FAR 52.212-1(f), Late Submissions, Modifications, Revisions, and Withdrawals of Offers:

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)

(a) The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM to FAR 52.212-2:

(c) BASIS FOR CONTRACT AWARD

(i) The source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. Award will be made to the offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitation requirements, and whose offer, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, is the most advantageous to the Government.

(ii) The government reserves the right to conduct a price realism analysis at any point during the evaluation process. The Government will evaluate prices for reasonableness using adequate competition and price analysis techniques.

(iii) The Government intends to award a Firm-Fixed-Price contract as a result of this solicitation.

Each technical capability sub-factor will receive one of the adjectival ratings defined below. To receive an acceptable rating for this factor, all sub-factors must be rated acceptable.

(i) FACTOR II – PAST PERFORMANCE. The Past Performance evaluation will assess the relative risks associated with an offeror’s likelihood of success in performing the solicitation’s requirements as indicated by that offeror’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services and/or products being procured under this solicitation. Past performance areas of evaluation include quality, timeliness, business practices, and customer satisfaction.

(A) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past five

(5) years (2020-2024). Past performance information outside of this date range will not be evaluated.

(B) Relevancy Assessment. An assessment of the past performance information will be made to determine if it is relevant. To be relevant, the effort must be the same or similar in nature, size, magnitude, complexity, and scope to the services and/or products being procured under this solicitation. Past performance information that fails this condition will not be evaluated.

1. Assigning Ratings. The Relevant Past Performance factor will be assigned one of the ratings defined below. An award will not be made to any offeror who receives an “Unacceptable” past performance rating.

2. Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance.

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(ii) FACTOR III – PRICE. Price is not formally scored but is the primary evaluation criterion for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.

(A) Completeness. Each offeror is required to provide complete pricing for each contract line item required on the Schedule of Items.

(B) Definitions.

1. Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

2. Completeness/Accuracy. The offeror is in compliance with the Schedule of Items if all items are priced.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

PERFORMANCE WORK STATEMENT (PWS)

INTRODUCTION

The mission of the USDA Forest Service (FS) is to sustain the health, diversity, and productivity of the Nation's forests and grasslands to meet the needs of present and future generations. To achieve this the Colville National Forest aims to treat 2,000 acres of invasive plants. This project supports the Colville National Forest Land Management Plan objective to treat 2,000 acres of invasive plants per year. This project will take place on the Three Rivers Ranger District, on the Central Zone.

OBJECTIVE

The objective of this contract is to prevent the spread of invasive plants by creating areas free of undesirable plants on the Colville National Forest.

The treatment areas include Forest Service recreation site entrances, trailheads, parking areas, campgrounds, and campsites. Rock source areas will include entire site and entrances ¼ mile into rock source site on the Central Zone of the Colville National Forest to meet the Forest’s objectives of treating 2,000 acres of invasive plants per year.

SCOPE OF WORK

The purpose of this solicitation is to secure services including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for treating invasive plants with herbicides on specific areas on the Colville National Forest.

Contractor shall use approved herbicides to treat and kill all invasive plants listed under the attached 2024 Washington State Noxious Weed List.

All weed control measures shall comply with all herbicide labels and the applicable laws and regulations of the State of Washington as well as the Colville National Forest Forest-wide Invasive Plant Treatment Final Environmental Impact Statement, USDA Forest Service and the 2005 Record of Decision for the Pacific Northwest Region Invasive Plants EIS. And the terms, specifications, conditions, and provisions.

BACKGROUND

Invasive species (including non-native plants, animals, insects, and pathogens in aquatic and terrestrial habitats) do not threaten the capability of the Forest to provide for the desired conditions described throughout the Colville land management plan. Impacts of invasive species are minimized through an integrated approach that emphasizes prevention, early detection, and timely treatment and includes cooperative management with neighbors within affected watersheds. In cooperation with partners, proactive invasive response plans are prepared, or existing plans reviewed to facilitate rapid response to new invasions.

CONTRACT TYPE

A single performance-based, firm-fixed-price (FFP), purchase order will be awarded for this requirement.

PERIOD OF PERFORMANCE

The period of performance under this contract will be from the Award Date through 09/30/2025.

Work shall be conducted Monday through Thursday to avoid conflict with the public using the National Forest for recreation opportunities. Treatments will not be conducted during Federally recognized holidays.

PLACE OF PERFORMANCE

The application environments are located within the central planning zone of the Colville National Forest. This central zone includes the Republic Ranger District and the Three Rivers Ranger District. Areas identified or designated by the Forest Service may be accessible by motorized vehicles or inaccessible with motorized vehicles which may require back-pack spraying.

Technical Requirements/Tasks

A Daily Spray Report which includes the “WSDA Pesticide Application Record” form and map of application areas shall be completed by the Contractor. The report will include road numbers, Township, Range, and section(s) where work was completed.

Name of campgrounds, trailheads, dispersed campsites, and rock source pit/quarry.

GPS information will be required and recorded in (Universal Transverse Mercator) UTM NAD 83 projection.

The Contractor shall record GPS locations of plants/treatment areas and submit the records with the location, species, and approximate population density to the Government. The Contractor shall also provide the government with a final report including a map showing the locations of all plants/treatment sites and surveyed sites within 30 days following the completion of treatment.

Approved herbicides shall be applied at the rate recommended on the label or as determined by the 2005 Record of Decision for the Pacific Northwest Region Invasive Plant Program Preventing and Managing Invasive Plants EIS. The Contractor shall also use surfactants spreading agent as per label requirements.

The Contractor shall treat invasive plants by spot/broadcast spray of herbicides with truck and/or ATV/UTV mounted boom units. In addition, the use of backpack spray units where suitable. Ground based equipment to be identified in the proposal.

Washing of Equipment: Pollutants such as fuels, lubricants, bitumen, raw sewage, and other harmful materials shall not be discharged on the ground; into or nearby rivers, streams, or impoundments; or into natural or man-made channels. The Contractor shall wash all equipment except for hauling vehicles prior to entering National Forest Land. Remove all soil which could contain invasive plant seeds. Remove grease and oil from drive mechanisms which would be discharged into the stream when equipment is operating. Prior to transporting equipment to the site, assure that the equipment's hydraulic, lubrication, and fuel systems are free from leaks.

The contractor shall furnish all materials, equipment, labor, supervision, transportation, operating.

supplies, and incidentals necessary to safely apply herbicides. Application shall be in accordance with the contract specifications, terms, conditions specified on the herbicide label(s), and State of Washington rules and regulations.
