About this opportunity
The Department of Agriculture Forest Service is soliciting Drug/Alcohol Abuse Counselor services for the Lyndon B. Johnson Job Corps Center, with quotations due July 22, 2026, and questions due July 14, 2026. The procurement is a Total Small Business Set-Aside under NAICS 561320, Temporary Help Services.
Place of performance is 3170 Wayah Road, Franklin, North Carolina 28734. The requirement is 1,040 hours over a 12-month base period (August 1, 2026 through July 31, 2027) at 20 hours per week, scheduled Wednesday 1:00 PM–5:00 PM and Thursday and Friday 8:00 AM–4:30 PM, with limited schedule flexibility permitted. A 6-month extension may be exercised at the Government's sole discretion and will be pre-priced and evaluated prior to award.
The contract is Firm-Fixed-Price with incremental funding; the Government will fund only the first six months at award, with remaining six months funded via modification when funds become available. Quoters must price all 12 months of the base period. The Service Contract Act applies, requiring compensation of $25.27 per hour plus fringe benefits for the Drug/Alcohol Abuse Counselor position. Key personnel must possess active, unrestricted substance abuse licensure or certification meeting minimum state requirements, maintain liability insurance of $1 million per occurrence and $3 million aggregate, and comply with background checks and drug testing. Subcontracting is permitted, with the limitation that the prime contractor cannot pay more than 50 percent of the Government-paid contract amount to non-similarly situated subcontractors.
Evaluation uses three equally weighted factors: Technical Factors (Management, Qualifications/Certifications/Capabilities, Recruiting and Staffing), Past Performance (CPARS entries), and Cost/Price. The incumbent contractor is ACI Federal. Quotations must be submitted to Contracting Officer Darlene Chase at Darlene.Chase@usda.gov by 2:00 PM EST on July 22, 2026.

The purpose of this contract is to provide the Centers Support Services. Student enrollment and outcomes for each center are affected by recruitment and attrition rates, labor market conditions, trends in provider burnout and engagement, and other factors. This has led to supply and demand imbalances that are sensitive to subtle shifts in policies and organizational priorities, variability of critical staffing needs across time and geography, and the need for expanded utilization of support services.
