No specific licensure or certification requirements beyond those stated in the Performance Work Statement apply. Subcontracting is permitted, with the limitation that the prime contractor cannot pay more than 50 percent of the Government-paid contract amount to non-similarly situated subcontractors under FAR 52.219-14. Award will be made on a total evaluated price basis using a best-value approach with three equally weighted evaluation factors: Technical Factors, Past Performance, and Cost. Insurance requirements mandate minimum coverage of $1 million per occurrence and $3 million aggregate, with proof of insurance required at time of award. The incumbent contractor is ACI Federal, performing under the current contract through July 31, 2026. The performance location is 3170 Wayah Road, Franklin, North Carolina 28734.
