About this opportunity
The United States Census Bureau's Geography Division is conducting market research to procure a comprehensive parcel and building footprint dataset covering all 50 states, DC, Puerto Rico, and four Island Areas. The purpose of this Sources Sought Notice/Request for Information (SSN/RFI) is to identify potential small business sources capable of providing geospatial data to support the Master Address File (MAF)/TIGER system and 2030 in-office address canvassing processes. Contractors must submit detailed responses by December 16, 2024 at noon EST, with a maximum 5-page document addressing their company overview and technical data capabilities. Specific technical requirements include providing parcel polygon and building footprint files in shapefile or File Geodatabase format, with comprehensive parcel attribution data such as addresses, owner names, property values, and use codes. Interested vendors must submit any questions by December 6, 2024 at noon EST to ensure adequate preparation of their responses.
The procurement is currently not set aside for any specific small business category, though the Census Bureau is exploring potential set-asides for 8(a), SDVOSB, HUBZone, and WOSB firms based on market research responses. The planned period of performance spans from March 2025 through March 2026, with options for two additional 12-month contract extensions. While no specific contract value was mentioned, the dataset must provide complete county coverage and state-level downloadable files with robust geospatial operation capabilities. The NAICS code for this opportunity is 519290 (Web Search Portals and All Other Information Services), indicating the data-driven and technological nature of the required services. The Census Bureau's primary objective is to leverage this dataset to improve address geocoding, automate the Parcel Address Matching Service (PAMS), and enhance the accuracy of existing address information in preparation for the 2030 address canvassing processes.

This Sources Sought Notice/Request for Information (SSN/RFI) is in support of Market Research being conducted by the United States Census Bureau (USCB) to identify potential small business sources for this effort.
GEO is interested in procuring combined parcel and building footprint data that offers us the opportunity to isolate, prioritize, and correct problematic areas within the Master Address File (MAF). This dataset shall also provide a significant opportunity to automate portions of the existing in-office Parcel Address Matching Service (PAMS) project by leveraging the links provided between structures and parcels, improving the geocoding of addresses, and ensuring more accurate locations for those addresses which we already have in the MAF/TIGER system.
The contractor shall provide a combined parcel and building footprint dataset of the United States (defined as 50 states, DC, Puerto Rico, and the four Island Areas) to support various update and research projects within the Geography Division. The parcel data provided by the Contractor may be used in multiple internal research projects to ensure that GEO is equipped with the most robust suite of attributed parcel data to support the 2030 in-office address canvassing processes.
