1.0 Background/Description

1.1 The United States Census Bureau’s (USCB) Geography Division (GEO) is responsible for collecting and maintaining the geographic data necessary to support agency programs and initiatives. Over 40,000 tribal, state, and local governments contribute to the geographic information managed by the USCB by providing regular input and feedback on the USCB’s boundaries, streets, and addresses. GEO analyzes and updates the geospatial data (address and spatial) for the Master Address File/Topologically Integrated Geographic Encoding and

Referencing (MAF/TIGER) system and in support of all USCB censuses and surveys. This geographic base contributes to the efficient and accurate collection and tabulation of data for the

Decennial Census, the American Community Survey (ACS), the Economic Census, and annual estimates and surveys such as the Population Estimates Program (PEP).

GEO is responsible for the analysis of numerous geographic data inputs to enhance the

MAF/TIGER system. To continue these enhancements, GEO is interested in procuring combined parcel and building footprint data that offers us the opportunity to isolate, prioritize, and correct http://www.fedbizopps.gov/ problematic areas within the Master Address File (MAF). This dataset also provides a significant opportunity to automate portions of the existing in-office Parcel Address Matching Service

(PAMS) project by leveraging the links provided between structures and parcels, improving the geocoding of addresses, and ensuring more accurate locations for those addresses which we already have in the MAF/TIGER system.

2.0 Requirements

2.1 Required Services

The contractor shall provide a combined parcel and building footprint dataset of the United

States (defined as 50 states, DC, Puerto Rico, and the four Island Areas) to support various update and research projects within the Geography Division. The parcel data provided by the

Contractor may be used in multiple internal research projects to ensure that GEO is equipped with the most robust suite of attributed parcel data to support the 2030 in-office address canvassing processes.

The contractor must provide a data product that satisfies the following requirements:

• a parcel polygon file and a building footprints file, in shapefile or File Geodatabase format, linkable by a key field also provided by the vendor.

• detailed information about the vintage of the parcel data (i.e. when it was collected by the vendor).

• parcel attribution data including situs and mailing address, owner name, property value, use code, and postal delivery fields.

• a parcel product that has coverage for all of the counties in the United States (defined as

50 states, DC, and Puerto Rico)

• Files should be downloadable at the state level or allow for batch downloading of multiple counties with a single action via FTP download or similar process.

• conducting geospatial operations with the data and making internal copies of the data.

• provide GEO the capability to display as a read-only reference layer the parcel boundary geometry (no attribution) on products and software used by our state and local government partners.

2.2 Delivery Period:

Based on the results of this (SSN/RFI), final decisions shall be made on the acquisition schedule.

Currently, it is the intention to award a contract for a base period of performance of March 2025 through March 2026, with 2 (12) Month option periods.

3. Does your company link or provide a methodology to link individual addresses

(including secondary addresses) to both individual parcels in the parcel file and individual building footprints in the building footprint file?
