About this opportunity
The United States Census Bureau has issued a Special Notice regarding its Census Bureau Transformation & Application Modernization (CenTAM) procurement initiative. This notice serves as an update to industry on the anticipated structure and evaluation approach for this major IT modernization effort. The Census Bureau plans to establish four Blanket Purchase Agreements (BPAs) across different program areas including Enterprise, Decennial, Geospatial, and Systems and Program Support. All BPAs will be established under the GSA Multiple Award Schedule utilizing the Small Business set-aside. The procurement will cover five distinct task areas spanning contract management, IT project and program management, architecture and engineering, application development and management services, and advanced data science and data management.
The primary purpose of this Special Notice is to encourage industry collaboration and gather feedback on the proposed acquisition framework before the formal solicitation is released in Q1-Q2 FY2026. Contractors interested in participating must submit their feedback and responses by 4:00 p.m. EST on September 5, 2025. The procurement will follow a two-phase evaluation process, with Phase 1 focusing on written submissions demonstrating corporate capabilities and prior experience, followed by Phase 2 involving oral presentations and technical challenges. Eligibility is limited to small businesses due to the set-aside designation under the GSA Multiple Award Schedule. The government is specifically seeking industry input on the BPA structure, evaluation process, and potential implementation challenges or benefits, emphasizing that this is a market research effort rather than a formal request for quotation.
