About this file
This is a Special Notice from the United States Census Bureau (USCB) for the Census Bureau Transformation & Application Modernization (CenTAM) procurement. The USCB plans to establish four Blanket Purchase Agreements (BPAs) across different program areas: Enterprise, Decennial, Geospatial, and Systems and Program Support (SPS), all under the GSA Multiple Award Schedule using the Small Business set-aside. The BPAs will cover five task areas: Contract Management, IT Project & Program Management, Architecture & Engineering, Application Development & Management Services, and Advanced Data Science & Data Management.
The procurement will follow a two-phase evaluation process, with Phase 1 focusing on written submissions of corporate capabilities and prior experience, and Phase 2 involving oral presentations and technical challenges. The anticipated timeline for the solicitation release is Q1-Q2 FY2026. The government is currently seeking industry feedback on the proposed acquisition framework, with responses due by 4:00 p.m. EST on September 5, 2025. Vendors are invited to provide input on the BPA structure, evaluation process, and potential challenges or benefits, with the understanding that this is a market research effort and not a formal request for quotation.

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Government is not requesting quotations or marketing/capability materials at this time.
The purpose of this notice is to update industry on the United States Census Bureau (USCB)
Transformation & Application Modernization (CenTAM) requirement as the government highly encourages industry to collaborate to respond to the future solicitation.
As previously communicated, CenTAM will be an enterprise-wide framework that will support the modernization and development of applications across the USCB enterprise, including business, IT, economic, demographic, geospatial, decennial, and research programs.
CenTAM Framework/Blanket Purchase Agreement/Task Area Structure
The USCB intends to establish four (4) Blanket Purchase Agreements (BPAs) under the
CenTAM framework. Each BPA will align to specific USCB Programs and task areas. The
Government intends to consolidate the four BPA Request for Quotes (RFQ’s) within a single solicitation document to streamline the acquisition process.

2. IT Project & Program Management – Planning, governance, training, change management, IV&V, system level testing, and delivery of IT initiatives.
3. Architecture & Engineering – Full lifecycle systems architecture and engineering services.
4. Application Development & Management Services – Design, development, application testing, security, O&M, cloud migration, R&D, and innovation.
5. Advanced Data Science & Data Management – Data analytics, reporting, and transformation to support mission and innovation.

Anticipated CenTAM Two Phased Evaluation Overview
To reduce the quotation preparation burden on industry and to streamline the evaluation process, any evaluation criteria that overlap between the Enterprise BPA and the Geospatial or
Decennial BPAs will be consolidated to avoid duplication in vendor quotations. Your responses to these consolidated criteria will be evaluated once and will be applied to each of the relevant
BPAs for which you submit a quote. Vendors must clearly indicate which BPA(s) they intend to submit a quote for.
All BPAs will be solicitated under the General Services Administration (GSA) Multiple
Award Schedule (MAS) using Special Item Number (SIN) 54151S – Information
Technology Professional Services. The Government intends for each CenTAM procurement to be a total small business set-aside.
The Government intends to release a draft version of each specific intended BPAs’ requirements at a later date, along with additional details regarding the Evaluation Criteria.
The projected timeline for the release of the CenTAM solicitation is Q1 – Q2 FY2026.
Phase 1 (Phase 1 submissions are anticipated to be in written format):
The USCB anticipates that Phase 1 submissions will focus primarily on corporate capabilities and prior experience. Unless otherwise specified, prior experiences can be from either the prime or a subcontractor, but at least one (1) example must be from the prime.
It is important to note that experience as a prime may be viewed more favorably. Additionally, prior experience involving the same team or subcontractor proposed for this effort may also be considered more favorably.
Quoters will be required to submit distinct prior experience examples for each of the topic areas listed below (for specific BPA’s quoters intend to submit quote for), specifically demonstrating work performed for U.S. Federal agencies within the past five years. Each example must be unique (e.g. not from the same task or delivery order) and may not be repeated across multiple topic areas. Please keep in mind that Solicitation Instructions and
Evaluation may change and will not be considered final until release of the official solicitation.

Advisory Down-Select:
After Phase 1 reviews, Quoters will receive an advisory notification via email from the
Contracting Officer. This notification will indicate whether the Government recommends the
Quoter to proceed to Phase 2.
Quoters rated highly capable for Phase 1 factors will be advised to proceed. Those not rated among the top highly capable will be advised that they are unlikely to be competitive. This advisory is intended to minimize quotation development costs for Quoters with limited likelihood of award. However, this recommendation is non-binding, and Quoters may choose to continue participating in Phase 2 regardless.
Phase 2 (Phase 2 is anticipated to be Oral Presentation format):
Phase 2 submissions are expected to focus on the Quoter’s technical and management approach, proposed team and contract management, and responses to on-the-spot technical challenges.
Any instruction on logistics surrounding potential Oral Presentations will be provided during the official solicitation process.

3. Draft CenTAM Evaluation
a) Is the anticipated evaluation process clearly understood? If no, please provide feedback.
b) Are any of the anticipated evaluation topic areas deemed too restrictive? If so, please explain.
c) Are there any additional topics, qualifications or evaluation areas the Government should consider?
