This is an IDIQ contract combining FAR Part 12 and Part 15 procedures, awarded to the most qualified offeror representing best value using comparative evaluation, not lowest-price-technically-acceptable.
Place of performance is Bahria Town Phase VI, Rawalpindi, Islamabad, Pakistan. The base period is one year from contract award, with four one-year renewal options at Government discretion. The Government will place a minimum of 100 connections and maximum of 5,000 connections during each performance period.
Pricing must be submitted in Pakistani Rupees on the SF-1449 form, Block 23, with detailed unit pricing across multiple service categories: pooled data packages (4,000 GB to 10,000 GB), voice and SMS packages with varying free minutes (900 to 2,200 minutes), international calling and roaming to 15 specified countries, data-only packages, SIM card services, and additional services including WiFi devices and recovery plans.
Required submission documents include completed SF-1449, pricing section, Section 5 representations and certifications (including FAR 52.204-90, FAR 52.204-7(c)(1), and FAR 52.204-91 per the August 12 amendment), a Cybersecurity Supply Chain Risk Management Questionnaire, and technical information demonstrating ability to perform. Proposals must be submitted electronically in PDF format not exceeding 30MB to Islamabad-GSO-Contracting@state.gov.
Evaluation criteria include technical factors (equipment quality, network coverage, service availability), past performance, and price. Contractors must pass cybersecurity vetting through the Risk Analysis Management office within 3–5 days of selection. The contract requires 24-hour customer service, at least 90% local network coverage in designated cities, and network survivability and recovery plans.
A pre-proposal site visit is scheduled for March 5, 2026, at 11:00 AM at U.S. Embassy Islamabad; registration is required by February 24, 2026.
