About this opportunity

The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Product Director Test Measurement and Diagnostic Equipment, issued a Limited/Sole Source Justification Notice for a contract modification under existing contract W15QKN-23-D-0007 with The Boeing Company to increase the ceiling value for the Next Generation Automated Test System (NGATS) program. The modification, designated P00004, increased the contract ceiling by $25,450,321.75, raising the total contract value from $118,654,047.00 to $144,104,368.75, and extended the period of performance through December 19, 2027 by incorporating two additional one-year ordering periods. Boeing was determined to be the only responsible source capable of meeting the Government's requirements based on its completion of First Article Testing, fielding approval, and unique capabilities to produce NGATS consoles, Self Test Interface Adapters (STIAs), and shelter integrations—highly mobile, reconfigurable automatic test systems designed to support testing and diagnostics for Army weapon systems including Abrams, Bradley, and Stryker platforms. The justification for sole-source award was predicated on avoiding duplication of costs and unacceptable delays that would result from qualifying an alternative vendor within the limited remaining NGATS program timeline, which concludes in Fiscal Year 2028. This ceiling increase was authorized pursuant to 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation 6.302-1(a)(2), reflecting the Government's determination that only Boeing's existing capabilities could satisfy the increased fielding requirements for NGATS equipment.
