About this opportunity

The CDC Office of Acquisition Services has issued a Special Notice announcing an Industry Day for the Resources for the Improvement of Surveillance and Emergency Response (RISER) Program on May 6, 2026. This is a pre-solicitation engagement opportunity for the RISER contract, which the CDC intends to structure as a hybrid Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle. The primary contract will support CDC's critical mission to ensure availability and distribution of quality reference pathogens, reagents, and surveillance materials to CDC laboratories, public health partners, and approved research collaborators. The opportunity encompasses two primary NAICS codes: In-Vitro Diagnostic Substance Manufacturing (325413) and Custom Computer Programming Services (541511). Interested contractors should direct inquiries to the RISER team at riseridiq@cdc.gov, with Adam Dwyer as the primary point of contact.

The RISER contract objectives include producing and acquiring high-quality reference pathogens, positive controls, detection kits, genomic sequencing components, and proficiency panels in support of CDC surveillance assays; ensuring reliable availability of these materials to domestic and international partners; and maintaining rapid scaling capacity for public health emergencies. The contract is structured across four integrated operational Domains: Domain A (reagent production and catalog management), Domain B (facility operations and cold-chain logistics), Domain C (IT systems and data infrastructure), and Domain D (customer service and stakeholder support). Contractors must meet extensive compliance requirements including FDA 21 CFR Part 820, ISO 13485, cGMP standards, Section 508 accessibility, FISMA Moderate security controls, and biosafety protocols spanning BSL-1 through BSL-4 operations. The government intends to award multiple contractors and anticipates significant coordination requirements including joint Interface Control Documents, shared risk management, and emergency communication protocols. Contractors should prepare to address pre-solicitation questions spanning execution models, funding strategies, domain modularity, IT governance, and program management approaches.

CDC Industry Day

Title: Resources for the Improvement of Surveillance and Emergency Response Program (RISER)

NAICS:  325413 – In-Vitro Diagnostic Substance Manufacturing

                541511 - Custom Computer Programming Services

Point of Contact: RISER team- riseridiq@cdc.gov (Attn: Adam Dwyer)

Short Description:  This project is a critical component of CDC’s efforts to ensure the availability and distribution of quality reference pathogens and other reagents to CDC and partner researchers for surveillance and public health responses.  It also serves to enhance the CDC’s ability to provide on-site technical assistance to state and local public health laboratories and commercial developers of vaccines, antiviral drugs, and diagnostic tests; in support of our common goal to minimize the impact of bacterial, viral, and respiratory diseases in humans.  Further, it builds on successful platforms to expand the network of CDC laboratories that can use this mechanism to further protect the safety and health of Americans.

The primary core objectives of this contract are:

  1. To produce or acquire high-quality stocks of reference pathogens, positive controls, detection kits, genomic sequencing components, proficiency panels, and other similar types of surveillance and research reagents in direct support of CDC-developed assays and surveillance platforms;
  2. To ensure that these reagents, and any other materials critical to the performance of public health laboratory surveillance activities, are reliably available to CDC, its public health laboratory partners, and approved research collaborators for the characterization of circulating and novel pathogens;
  3. To sustain the operational capacity to rapidly scale reagent acquisition, production, and distribution in support of domestic and global public health emergencies;
  4. To establish and maintain secure infrastructure for real-time data exchange across contractors and with CDC, including the ability to receive and process data uploads from external partners (e.g., genomic sequencing files, proficiency panel results), and to transmit validated data to appropriate CDC programs for analysis or regulatory action;
  5. To enable visualization of CDC-generated analysis outputs derived from RISER-submitted laboratory data in dashboard formats, accessible through the RISER website or associated secure platforms. This includes incorporation of historical data dashboards developed by CDC, as well as future analytic summaries tied to genomic surveillance, reagent validation, and/or proficiency testing results submitted by RISER registrants. The contractor shall ensure secure integration and display functionality, in coordination with CDC-led analysis pipelines.

Date:  Wednesday, May 13, 2026

Time:  9:00am EDT start (anticipated 3-4 hour duration)

Location: Online only via Microsoft Teams

You must register in order to attend the conference.  The conference is open to ALL offerors.

Technical limitations will restrict the number of users able to connect to the event, therefore while any number of employees from an offeror may participate, we request that interested parties limit the number of accounts accessing Teams to 2 per offeror. The event will be closed if the limit is reached and no further offerors accepted.

To register for the event, interested offerors must complete the attached RISER Questions document and submit to riseridiq@cdc.gov. Offerors will receive a confirmation, and at a later date receive instructions on accessing the event.

Attached for review is an initial DRAFT Statement of Work, and supporting documentation to help potential offerors prepare for the Industry Day event. This is NOT a solicitation, nor is it to be treated as an exhaustive statement of need, it is a set of working documents for market research and Industry engagement purposes only.
