About this file
This file is a question and answer document designed to solicit industry input regarding the execution, funding, and operational structure of the Resources for the Improvement of Surveillance and Emergency Response (RISER) program—a multi-program, multi-domain Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle.
The questions are organized across six primary sections: Overall RISER Execution Model, Funding and Task Order Strategy, Domain Modularity and Scalability, Integration/IT/Data Governance, Program Management and Risk Mitigation, and Industry Day Communication Considerations. Additional sections address Statement of Work clarity and Federal Acquisition Regulation modernization impacts. The questions seek industry recommendations on optimal execution models (federated, non-federated, or hybrid); approaches for managing multiple independent funding streams and task orders; structuring domain modularity to support partial participation and small business involvement; establishing baseline IT and data governance capabilities; and identifying implementation risks within the first 12-18 months of performance. Industry respondents are asked to provide specific insights on program management structures, lessons learned from similar large IDIQs, prerequisites for meaningful Industry Day participation, and alignment considerations with evolving FAR requirements. Respondent teams are required to register by providing email addresses for team member access. This document serves as a pre-solicitation engagement tool to inform CDC's contract strategy for RISER, which supports production and distribution of reference pathogens, reagents, and surveillance materials to CDC and public health laboratory partners.

Text version
Section 1: Overall RISER Execution Model
1. Describe your recommended execution model for a multi-program, multi-domain IDIQ such as RISER.
· Federated, non-federated, or hybrid
· Rationale for your recommendation
2. How would your proposed model allow programs with limited or delayed funding to participate without delaying overall program execution?
3. What risks do you see with a fully centralized (non-federated) funding or execution model for RISER?
4. From an industry perspective, what government-led governance mechanisms have proven effective in ensuring coordination across independently funded task orders, and what contractor-facing processes best support those mechanisms?
Section 2: Funding & Task Order Strategy
5. Identify which RISER capabilities must be funded centrally to enable program startup and continuity (e.g., PM, IT, integration).
6. Describe approaches for structuring task orders that allow:
· Independent program onboarding
· Phased participation
· Incremental funding
7. How would you prevent early-adopting programs from subsidizing later participants?
Section 3: Domain Modularity & Scalability
8. Describe how RISER Domains (A–D) could be structured modularly to support:
· Partial participation
· Small Business involvement
· Incremental scaling
9. What risks arise if Domains are tightly coupled rather than modular?
Section 4: Integration, IT, and Data Governance
10. What baseline IT and data integration capabilities are required to support multiple independent task orders?
11. How would you manage the following in a federated task order environment?
· Interface Control Documents (ICDs)
· Data governance
· System-of-record authority
Section 5: Program Management & Risk Mitigation
12. From an industry perspective, describe the minimum program management structure required to coordinate:
· Multiple programs
· Multiple vendors
· Multiple funding streams
13. How would you manage schedule, cost, and performance risk across independently funded task orders?
14. What lessons learned from similar large IDIQs should CDC consider when structuring RISER?
Section 6: Industry Day & Communication Considerations
15. What information would industry need in advance of an Industry Day to provide meaningful feedback?
16. What aspects of RISER would benefit most from early industry engagement versus post-solicitation clarification?
17. What common government missteps during Industry Days should CDC avoid?
SOW Clarity & Executability
18. Based on the current RISER SOW, which requirements present the highest implementation risk during the first 12–18 months of performance, and why?
19. Are there areas in the SOW where requirements appear:
· Overlapping across Domains, or
· Implicitly dependent on other Domains being operational first?
FAR Modernization & Compliance Impact (Questions related to FAR considerations are intended to understand operational impacts and implementation considerations, not to solicit legal interpretation)
20. How do recent and ongoing FAR updates (e.g., FAR Part 12/15 streamlining, small business emphasis, data rights, cybersecurity, supply chain requirements) affect contractor approaches to large, multi-domain IDIQs?
21. Are there areas where the current RISER SOW may require additional clarification or flexibility to remain aligned with evolving FAR requirements?
