About this opportunity
The Department of the Navy Naval Supply Systems Command has issued a pre-solicitation notice for the repair and modification of CCA, 6U, VME 1397E electrical assemblies under NSN 7G-5998-016195062. The Government is seeking 18 units of these electronic components with delivery FOB origin, but notably does not own the data or rights to the data necessary for competitive procurement from multiple sources. Due to the uneconomical nature of purchasing data rights or reverse engineering the components, this appears to be a sole source procurement situation. Award will only be made to offerors who meet qualification requirements in accordance with FAR clause 52.209-1 at the time of award. The pre-solicitation was posted on August 22, 2025, with a due date of September 22, 2025, providing interested parties with one month to respond.
This procurement does not utilize any set-aside designations and will be open to all qualified contractors who can demonstrate the necessary capabilities for repairing or modifying these specialized electronic assemblies. The solicitation involves a quantity of 18 units, though no specific award value or budget range has been disclosed in this pre-solicitation phase. The Government has determined that commercial item acquisition procedures under FAR Part 12 will not be used for this procurement based on market research findings. The technical data package is identified as version 006, and interested parties can obtain relevant military specifications and standards through the DoD Single Stock Point in Philadelphia. The specialized nature of these VME electronic components and the Government's lack of data rights suggests this will likely be awarded to the original equipment manufacturer or an authorized repair facility.
