About this opportunity
Defense Logistics Agency Troop Support intends to issue an RFP for Chemical Biological Radiological (CBR) protective respirator air filters under a sole-source award to Cam Lock, Ltd., with solicitation SPE8E5-26-R-0002 expected by the August 10, 2026 pre-solicitation due date. The procurement will be structured as a single-award Fixed Price with Economic Price Adjustment (EPA) IDIQ contract for five years: one base year plus four one-year options. Performance period extends five years from contract award.
The guaranteed minimum obligation is $876,409.62 for the base period, with a ceiling of $49 million across all option periods. Ten line items of respirator air filters will be procured in quantities ranging from 1 to 225 units per item; estimated unit prices are $11,969.25 for V3 models and $12,186.22 for V4 models. Cam Lock, Ltd. (CAGE U6290) is identified in the National Stock Numbers as the designated Original Equipment Manufacturer. The justification for sole-source award cites statutory authority under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, asserting that Cam Lock is the only approved source for CBRN protective respirator assemblies used on F-18, EA-18G, MC-22, E-2, AV-8B, KC-130J, and F-22 aircraft; Cam Lock has retained proprietary technical data rights since 1996 and is unwilling to release design information. A Sources Sought Notice issued March 28, 2025 (closed April 28, 2025) and market research survey to Avon Protection Systems, Avox Systems, Gentex, and Eaton yielded no viable alternative sources. F.O.B. Destination applies to Direct Vendor Deliveries. Inspection and acceptance occur at source. FAR Part 15 (Contracting by Negotiation) procedures apply.
