About this file

This is a Justification for Other Than Full and Open Competition document issued by the Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E) Supply Chain for the procurement of Chemical Biological Radiological Nuclear (CBRN) Protective Respirator Assemblies.

The contracting activity seeks to award an Indefinite Delivery/Indefinite Quantity (IDIQ) fixed price contract with Economic Price Adjustment (EPA) to Cam Lock LTD (UK), CAGE U6290, for ten line items of respirator air filters in various sizes (XS through XXL, V3 and V4 models). The total estimated dollar value for the one-year base period is $8,764,096.21, with four one-year option periods and an estimated total value inclusive of options of $43,820,481.05, not to exceed a maximum dollar value of $49,000,000.00. Annual estimated quantities range from 1 to 225 units per line item, with estimated unit prices of $11,969.25 for V3 models and $12,186.22 for V4 models. The contracting officer has determined anticipated costs will be fair and reasonable based on certified cost or pricing data submission. The justification cites statutory authority under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source), asserting that Cam Lock LTD is the sole source approved by Naval Air Systems Command for CBRN protective respirator assemblies used on F-18, EA-18G, MC-22, E-2, AV-8B, KC-130J, and F-22 aircraft. Cam Lock has retained proprietary technical data rights since 1996 and is unwilling to release design information. A Sources Sought Notice issued March 28, 2025 (closed April 28, 2025) and market research survey to potential competitors (Avon Protection Systems Inc., Avox Systems Inc., Gentex Corp., and Eaton) yielded no viable alternative sources, with the item determined to be non-commercial. The justification will be synopsized on SAM.GOV and posted on the DLA Internet Bid Board System (DIBBS) in accordance with FAR 5.2 and 6.305(c).

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. The use of this authority is necessary because Cam Lock, LTD is the only known source of supply for the various CBRN protective respirator assemblies approved by Naval Air (NAVAIR) Systems Command. These items are used on the following aircraft: F-18, EA-18G, MC-22, E-2, AV-8B, KC- 130J and the F-22. As these items are used in-flight, extensive qualification testing is required to obtain flight clearance. Cam Lock, LTD has been the sole source vendor for the design and production of the CBRN protective respirator assemblies since 1996. Cam Lock LTD has retained the technical data rights on all data packages and drawings and is not willing to sell or release its proprietary data. This precludes the United States Government from having the technical data necessary to procure these items on a fully competitive basis, and to date, no other vendor has demonstrated the capability to produce respirators that can meet the NAVAIR quality and testing requirements for these aircraft.

This procurement is for the replacement of fleet assets that have exceeded the five (5) year shelf/service life. The CBRN respirator assembly is a critical component of the Aviation Life Support System (ALSS), which protects United States Navy (USN) and United States Marine Corps (USMC) aircrew when flying in a CBRN contaminated area. These respirator assemblies are compatible with multiple aircraft and helicopters and require no aircraft modifications. The respirators are critical components integrated with flight personnel equipment and life support systems, including existing communication and optical and oxygen systems.

6. In accordance with FAR 5.2, this acquisition will be synopsized in Contract Opportunities in the

System for Award Management, SAM.GOV and posted on the DLA Internet Bid Board System (DIBBS). In addition, this justification will be published with the solicitation in accordance with FAR 6.305(c).

7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on contractor submission of acceptable certified cost or pricing data.

8. A Sources Sought Notice (SSN) was issued by DLA Troop Support to identify potential sources that could fill the requirements with a fully qualified aviation biological respirator. The SSN was issued on March 28, 2025 and closed on April 28, 2025. DLA Troop Support did not receive any responses to the SSN.

A Market Research survey was posted along with the SSN, and it was sent to Cam Lock and the following potential sources, Avon Protection Systems Inc., Avox Systems Inc., Gentex Corp. and Eaton (previously Cobham Mission Systems).

Cam Lock completed the Market Research Survey and expressed their interest. Avon Protection Systems Inc. and Eaton did not respond to the market survey. Gentex Corp. indicated that they cannot provide information that is not Gentex manufactured. Avox Systems Inc. stated that Avox is a manufacturer of aviation oxygen equipment, but that they do not manufacture respirators and therefore will not be able to provide any information on the Government inquiry. The Government did not receive any responses from other companies.

The market research revealed that this item is not commercial.

Regarding the potential approval of other sources of supply for respirators, NAVAIR initiated the Joint Service Aircrew Mask (JSAM) Program in the late 1990s with the initial goal of developing one respirator approved for use on all aircraft for all Services. Over the years, developmental testing revealed integration issues and the Program had to be changed because one solution could not meet the requirements for all aircraft. The Program was split to develop one solution for rotary wing aircraft for all Services and a separate solution for fixed wing aircraft for all Services. The Fixed Wing Program then split to become the JSAM Strategic Program and the JSAM Tactical Program. The Joint Strike Fighter Program was also developed to include an additional variant just for Joint Strike Fighter aircraft for all U.S. military services.

Cam Lock LTD is currently the only source approved by NAVAIR for the required CBRN protective respirator assemblies. The Services will continue to utilize Cam Lock CBRNs until new solutions are developed and qualified under the JSAM Program.

9. There are no additional facts supporting the use of other than full and open competition.

10. Cam Lock LTD has expressed an interest in the proposed acquisition.

11. The CBRN Capabilities/Developer from NAVAIR Air System Command was contacted via e-mail on July 15, 2025 regarding status on the development of a competitive specification and it was stated that there has been no change in industry as far as CBRN Respirators since the last contract. There is no knowledge of any company that has the capability to reverse engineer the Cam Lock respirator. In order for a company to reverse engineer the Cam Lock respirator, they would have to spend millions of dollars in Research and Development and years of qualification testing. Any alternate offers submitted in response to the proposed procurement will be reviewed by this office and be submitted to the ESA at Naval Air Systems Command for evaluation under the JSAM Program requirements however, due to the complexity of these items, it is estimated to take three (3) to five (5) years to complete the extensive qualification process.

12. As the Contracting Officer, I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
