About this opportunity

This Limited/Sole Source Justification Notice from U.S. Customs and Border Protection (CBP) within the Department of Homeland Security involves medical screening services provided to individuals in CBP custody, particularly along the southwest border. The justification documents two separate task orders awarded to Loyal Source Government Services, LLC under sole source arrangements: one valued at $13,109,102.89 for a three-year period from August 2025 through September 2028 with a one-month option, and another valued at $16,041,996.39 for a 31-day performance period with two optional one-month extensions. The services include maintaining 24/7/365 medical operations, conducting 100% health intake interviews for children under 17, identifying and tracking individuals with elevated medical risks, providing physician oversight, and conducting exit health interviews at approximately 50 locations including Medical Priority Facilities and Ports of Entry. CBP justified the sole source awards based on Loyal Source's unique qualifications as the incumbent contractor with existing security clearances, immediate staffing capabilities, established understanding of CBP medical protocols, and the critical need to prevent service interruptions during contract transitions. The rationale also cited ongoing litigation and protests of previous competitive awards, along with market research indicating no other contractors could quickly staff the requirement due to the extensive background investigation requirements for personnel.
