About this opportunity
The Department of Homeland Security's U.S. Customs and Border Protection Detroit Sector has published a Special Notice announcing their intent to issue a sole source contract to DTE Energy Company for camera installation and deinstallation services. The contract involves camera systems located on DTE Energy poles and is being pursued under FAR 6.302-1 as a sole source procurement, indicating that only DTE Energy Company can meet the agency's specific requirements. The notice falls under NAICS code 561621 for Security Systems Services with a small business size standard of $22.0 million. This is classified as installation of photographic equipment under PSC category N067.
The purpose of this Special Notice is to inform the marketplace of CBP's intention to negotiate directly with DTE Energy Company rather than conduct a competitive procurement process. The contract period would span from August 1, 2025 to July 31, 2026, with one optional year that the government may exercise at its discretion. Interested parties who believe they can meet the requirements must submit capability information by 2:00 PM ET on June 20, 2025, via email to the designated contracting officer. However, the notice explicitly states that no solicitation will be made available and that this is not a request for quotations. Any contractors wishing to challenge the sole source approach must demonstrate their ability to provide camera installation and deinstallation services specifically for systems mounted on DTE Energy infrastructure.
