About this opportunity
U.S. Customs and Border Protection Air & Marine Operations is conducting market research through an RFI to identify contractors capable of providing dedicated trauma psychology support to its Critical Incident Response Team, with final responses due July 7, 2026 by 1:00 PM Eastern Time. The requirement is set aside for Total Small Business.
The contractor shall deploy a doctoral-level licensed clinical psychologist to provide training, on-site and remote consultation, and crisis response support to CIRT members and affected AMO employees. CBP will accept a doctorate in psychology from an APA or CPA-accredited program; a formal doctorate specifically in trauma is not mandatory if the candidate demonstrates substantial postdoctoral trauma-related experience and expertise in psychological first aid, crisis response, and critical incident stress management. The psychologist must hold an unrestricted license to practice psychology at the doctoral level in a U.S. jurisdiction and possess a minimum of five years' experience with military and federal law enforcement agencies, PTSD treatment, and high-stress situations involving trauma. Formal ICISF/CISM certification is not required.
Services include initial and recurrent annual training (four 8-hour days and three 8-hour days respectively), deployment within 24 to 48 hours of critical incidents (approximately three times per year), annual in-person support during National Police Week in Washington, D.C., and instruction at six to eight AMO Academy classes per year in Brunswick, Georgia. The contract structure will support a team-based approach enabling surge capacity and operational continuity rather than a single clinician. Period of performance is one base year plus three option years. A background investigation is required; no security clearance is needed. Travel expenses are reimbursable per Federal Travel Regulations. Responses are limited to ten pages and must include firm name, address, SAM.gov Unique Entity ID, and GSA schedule information if applicable. NAICS 624190; PSC Q519.
