RFI-CBP-CIRT2026 Summary

This is a Request for Information (RFI) issued by U.S. Customs and Border Protection (CBP) Air and Marine Operations for market research purposes regarding contractor support for its Critical Incident Response Team (CIRT). CBP is seeking to determine industry capabilities for providing a dedicated Psychologist who can train and equip active and new CIRT members in administering psychological first aid during high-stress or critical incidents. The psychologist must be available to respond both remotely and on-site during CIRT activations to provide real-time guidance, consultations during and after critical incidents, and referrals to local services. The RFI explicitly states this is for information and planning purposes only and does not constitute a commitment to contract or issue a future RFP or BAA. Respondents bear all costs associated with responding, and not responding does not preclude future participation in any subsequent solicitation.

Vendor responses are limited to a maximum of ten pages in Microsoft Word format and must be submitted electronically to Contracting Officer Brice Winston at brice.winston@cbp.dhs.gov. Responses must include corporate information such as firm name and address, business size, SAM.gov Unique Entity ID, and GSA schedule information if applicable. The RFI uses NAICS code 624190 (Other Individual and Family Services) and PSC code Q519 (Medical - Behavioral and Mental Health), though these codes may change. Vendor questions are due by Tuesday, June 30, 2026 at 1:00 PM Eastern Time, and final responses must be received by Tuesday, July 7, 2026 at 1:00 PM Eastern Time. All responses become government property and will not be returned.

BACKGROUND

U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) safeguard the nation by leveraging aviation and maritime law enforcement expertise, innovative capabilities, and strategic partnerships to anticipate and confront security threats at and beyond the border. AMO's mission, aligned with DHS strategic goals and AMO's Vision and Strategy 2030, involves round-the-clock monitoring of air, maritime, and land borders; defending against terrorist threats;

detecting and deterring illicit trafficking of persons, drugs, weapons, money, and other goods; and disrupting criminal networks. Contractors are integral to AMO operations, providing essential support to government employees across various positions within AMO Headquarters (HQ) and field sites, managed by the AMO Program Management Office (PMO).

AMO’s Resilience Engagement Division (RED) is performing market research to determine available sources for supporting its Critical Incident Response Team (CIRT). AMO requires contractor support in the form of a dedicated Psychologist who can train and equip active and new

CIRT members with the necessary skills to administer psychological first aid during the aftermath of high-stress or critical incidents in the field. Additionally, the contractor should be available to respond both remote and on-site during CIRT activations to provide guidance to CIRT, and consultations during and after critical incidents as they arise and guide employees to local -services.
