About this opportunity

The Department of Agriculture Agricultural Research Service has published a Special Notice regarding the procurement of Cattle Feed Rations for the Oklahoma and Central Plains Agricultural Research Center in El Reno, Oklahoma. The notice indicates the agency's intent to sole source this contract with Livestock Nutrition Center, LLC under FAR Part 13.106-1(b)(1). The opportunity is designated as a total small business set-aside, with a posting date of March 31, 2026, and a response deadline of April 14, 2026. This procurement falls under NAICS 311119 (Other Animal Food Manufacturing) and PSC 8710 (Forage and Feed). The sole source justification is based on the specialized and interdependent nature of the required rations.

The primary objective is to procure bulk cattle feed rations to support an ongoing Agricultural Research Service project involving a tiered feeding program for steers that is specifically designed to prevent acidosis and maintain research continuity. The agency has established detailed nutritional specifications for two distinct formulations—a low protein finisher ration and a high protein finisher ration—each with precise requirements for crude protein, energy levels, minerals, vitamins, and roughage composition. Any interested contractor must submit a response demonstrating clear and convincing evidence that open competition would provide an advantage to the government, as this is a sole source procurement. Contractors must be capable of meeting the exact specifications outlined for both ration formulations, including bulk delivery capabilities and the production of specialized roughage pellets. The set-aside designation restricts eligibility to small business entities that can comply with these highly technical and rigid feed composition requirements.
