About this opportunity
The USDA Natural Resources Conservation Service seeks cattail spraying services on Wetlands Reserve Program easements in Minnesota, with proposals due July 27 at 5:00 p.m. ET. This is a 100% small business set-aside, and the Government anticipates awarding one firm fixed-price contract under the lowest price technically acceptable evaluation method.
Place of performance spans six Minnesota counties: Big Stone, Douglas, Otter Tail, Pope, Stevens, and Wilkin, with delivery to the USDA-NRCS Minnesota State Office in St. Paul. The contractor must apply either Polaris herbicide or an equivalent aquatic-certified glyphosate herbicide via aerial application at a minimum rate of 5 gallons of total solution per acre across 178.8 acres on 12 easements, with work completed between August 15 and September 15, 2026. The contractor must hold a valid Minnesota Department of Agriculture Commercial Pesticide Applicator license with Aquatic Certification, maintain active SAM registration prior to award and throughout contract performance, and carry aircraft and chemical liability insurance. Prevailing wage rates apply under wage determinations specific to each county. The NAICS code is 325320, Pesticide and Other Agricultural Chemical Manufacturing; PSC is F105. Offerors must submit a firm fixed-price quote on company letterhead, documentation of specification conformance, and proof of SAM registration. The contractor must submit a list of materials for Government approval within five business days of award before work commences. Questions are due July 14 at 5:00 p.m. ET.
