About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks Catholic Priest services on an "As Needed" basis at Joint Base Myer-Henderson Hall, with proposals due August 27, 2026. The procurement is a Women-Owned Small Business set-aside.
Place of performance is Fort Myer, Arlington, Virginia. The contract requires the priest to be an ordained Catholic with direct endorsement from the Archdiocese for the Military Services (AMS)—no third-party subcontracting of priests is permitted, and the AMS will not endorse a priest presented by a third-party contractor holding the contract. The priest must have faculties accepted or granted by the AMS Archbishop and serve as the subject matter expert on Catholic religious matters.
The base period runs September 29, 2026 through June 28, 2027 (389 hours), followed by four one-year option periods of 424 hours each through June 28, 2031. Services include weekend masses (Saturday 5:00 PM, Sunday 9:00 AM), holy day masses, sacraments (penance, baptism, confirmation, matrimony, anointing of the sick), weekly confession, marriage preparation and annulment counseling, funeral and burial rites, pastoral counseling, Order of Christian Initiation of Adults instruction, on-call emergency coverage within two hours, and advisory services to the Garrison Chaplain. Maximum estimated annual workload is approximately 424 hours.
The contractor must supply all personnel, equipment, supplies, facilities, transportation, and materials except government-furnished items including chapel access, liturgical vestments, vessels, books, utilities, and copier access. Special qualifications include AT Level I and iWatch security training, background checks per Army Directive 2014-23, and Level 3 English language proficiency. Performance standards mandate 98% quality assurance on sacraments and rites and 100% compliance on documentation, resume submission, and work logs. The NAICS code is 813110, Religious Organizations. Evaluation uses Lowest Price Technically Acceptable methodology, with technical acceptability focused on meeting PWS requirements and maintaining effective quality control, and price assessed for fairness and reasonableness.
