About this opportunity

The Department of the Army Medical Command is conducting a sole-source procurement for five CATARHEX 3 SYSTEM Anterior Vitrectomy Systems from Oertli Instruments Inc. These are specialized, portable medical devices weighing 37.19 pounds and occupying 2.4 cubic feet, designed to perform cataract extraction using phacoemulsification and vitrectomy procedures in austere Role of Care 3 environments for ocular trauma treatment. The Army has determined that no alternative vendors can meet their specialized requirements for trauma-focused ocular surgery in field conditions, following market research and a Request for Information published on July 10, 2025, that yielded no responses. Interested parties may submit written evidence of their capability to fulfill the requirement by 4:00 PM CST on August 27, 2025, to Linda.a.mcghee.civ@health.mil, though the government retains sole discretion on whether to compete the requirement. The procurement falls under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and PSC category 6515 (Medical And Surgical Instruments, Equipment, And Supplies).

This acquisition does not utilize any set-aside designations and represents a follow-on procurement to a previous competitive contract (W81XWH20P0111) awarded to Oertli Instruments Inc. in June 2020. The total contract value for the five vitrectomy systems is $120,925, which will complete the Army's total requirement of nine systems. The procurement is structured as a one-time delivery to fulfill the Army's medical equipment fielding requirement, with Oertli Instruments serving as both the incumbent contractor and the sole identified source capable of providing the specialized CataRHex 3 system. The acquisition utilizes FAR Part 13 Simplified Procedures for this sole-source procurement, with the systems specifically required for their unique portability and self-contained operation capabilities in military medical environments.
